I. JOB SUMMARY

The CTO, will be responsible for the technology infrastructure of a company, as well as for leading on the design of the organizations digital and information technology strategy and transformation.

The Chief Technology Officer will be in charge of a companys information technology and computer systems with duties including assessing current processes, recommending software and hardware upgrades, and directing the executive team on the best processes.

II. JOB DUTIES & RESPONSIBILITIES

1. Strategic Leadership

  • Leading on developing a digital strategy;
  • Making executive decisions regarding the companys technological needs;
  • Sharing technological visions, opportunities, and risks company-wide;
  • Reporting to board and shareholders on the progress of implementation of the organizations digital strategies and transformation where applicable;
  • Studying information processing systems to evaluate the effectiveness and make recommendations for improvement;
  • Planning and strategizing to reduce costs and improve profits.
  • Focusing technology on external customers, understanding the needs and wants of these based on detailed market segmentation;
  • Ensuring that client-facing technology solutions are adapted to Chamroeuns market and that these solutions are designed for these to be accessed in a way compliant to client protection frameworks;
  • Using technology to improve on the products and services that the company has to offer and its position on the market;
  • Leading on research initiatives that will need to inform technological developments;
  • Assisting other departments in using technology effectively, including understanding their needs, gaps which technology solutions may address, and capacity building for effective use of these;
  • Being updated on the latest trends and available technologies relevant for both internal and external purposes that may improve Chamroeuns effectiveness, efficiency and/or impact;
  • Researching any new technologies that may potentially increase the companys competitive advantage;
  • Ensuring that product architecture supports the priorities of the business.
  • Monitoring web analytics and making recommendations that align with business goals
  • Building processes for data protection and quality assurance

2. Information Technology Internal and External Resource Management

  • Being responsible for the technology architecture of an organisation.
  • Overseeing all projects approved in Chamroeuns digital strategy, from designing system requirements to testing, piloting, go-live, and troubleshooting.
  • Liaising and collaborating with suppliers of technical solutions to enhance product range and customer relations.
  • Be the key focal person for all external engagements relating to technology matters, including representing Chamroeun at external events, supporting due diligence processes, etc.
  • Recommending the most effective internal communication systems, including email, messaging, shared drives, co-working systems where relevant, etc.
  • Ensuring the companys technological processes and service comply with all requirements, laws, and regulations

3. Departmental Management and Oversight

  • Developing, tracking and controlling the development of annual operating and capital budgets for purchasing, staffing and operations
  • Developing and monitoring KPI for relevant departments and organizational processes.
  • Indirect oversight and accountability of the staff within the Information Technology Department;
  • Direct line management of the Head of Information Technology..
  • Assisting the recruitment, onboarding and training of IT staff.

III. PERSON SPECIFICATION

  • Education: Master degree in in Computer Science and Technology or other relevant qualifications;
  • Experience: At least 5 years experience in oversight of IT departments in the financial services space;
  • Knowledge and understanding of the latest global and national market technology developments and of their uses by key competitors in the Cambodian landscape;
  • Language high proficiency in English listening, speaking, reading, and writing; Khmer speakers encouraged to apply;
  • Strong leadership skills.

  • Experience of research.
  • An in-depth understanding of IT terminology.
