Overview:
emerjence LLC is seeking a highly skilled Program Manager with a strong technical background to support the Internal Revenue Service (IRS). This role requires expertise in COBOL, Java, and C++, in addition to program management experience. The Program Manager will be responsible for leading complex technology-driven initiatives, coordinating with stakeholders, managing budgets, and ensuring the successful execution of software development and modernization projects.
Key Responsibilities:
- Technical Program Leadership: Lead and manage cross-functional software development and modernization programs involving legacy and modern technologies, ensuring alignment with strategic IT objectives.
- Stakeholder Management: Build and maintain strong relationships with project sponsors, technical teams, and external vendors, ensuring clear communication and effective collaboration throughout project lifecycles.
- Software Development Oversight: Work closely with developers, engineers, and IT teams to guide projects involving COBOL, Java, and C++ in both legacy and modern system environments.
- Change Management: Apply change management principles to guide teams through technology transitions, including legacy system modernization efforts.
- Scope Development: Define technical project scope, deliverables, resources, work plans, budgets, and timelines for IT-related initiatives.
- Budget & Resource Management: Develop and oversee project budgets, ensuring adherence to financial goals and accountability for software development projects.
- Risk Assessment: Identify, analyze, and manage technical and operational risks, developing strategies to mitigate potential issues and maintain project progress.
- Performance Evaluation: Implement processes for evaluating program performance and reporting outcomes to managers, technical teams, and stakeholders.
- Cross-Functional Coordination: Collaborate with software engineers, system architects, and other program managers to identify opportunities, manage risks, and share best practices across multiple projects.
Required Skills and Qualifications:
- Technical Expertise: Strong background in COBOL, Java, and C++, with an understanding of modern software development practices, legacy system integration, and IT modernization.
- Experience: At least five years in an upper-management role with a focus on technical program management.
- Leadership Skills: Proven ability to lead technical teams, facilitate software development projects, and drive modernization efforts.
- Stakeholder Engagement: Experience managing relationships with technical and non-technical stakeholders in a government or enterprise environment.
- Analytical Abilities: Strong skills in evaluating technical risks, system dependencies, and development timelines.
- Organizational Skills: Ability to manage complex software projects with multiple moving parts, ensuring timely delivery and quality outcomes.
- Change Management Expertise: Experience in leading teams through legacy system transitions and digital transformations.
- Communication Skills: Ability to bridge technical and business discussions, translating complex IT concepts into clear program updates for leadership.
- Certifications: PMP or similar project management certification preferred; technical certifications in software development or IT modernization are a plus.
- Industry Knowledge: Experience managing large-scale IT initiatives in government, finance, or similar industries is highly desirable.
