Responsibilities

  • To ensure and provide advice to COMPANY on adherence to national and international rules and regulations, guidelines and conventions pertaining to marine operations and requirement.
  • Monitor and coordinate marine operations at site and ensure that they are carried out in accordance with PETRONAS requirements; all activities to be recorded and endorsed by Company Site Representative (CSR)/Company Man.
  • To coordinate when it is safe and practicable to commence operations in consultation with the Barge Master/Rig Mover/Workboat Master and the Tow/AHT/AHTS Master with reference to the relevant approved procedure and Marine Manual of Permitted Operations. Any deviation shall require approved PETRONAS Management of Change (MOC).
  • To plan and coordinate all marine related functions for COMPANY offshore and production operations.
  • To plan and coordinate marine vessel performance such as on-hire/off-hire survey, fuel consumption monitoring, liaison with vessel owner and master, safety program/equipment, safety meeting, etc.
  • Responsible in ensuring all marine operations are carried out safely to safeguard people, the integrity of all subsea facilities, assets and environment including minimizing cost impact.
  • To adhere to the requirement on horizontal/vertical minimum distances to installations and pipelines on the seabed for anchors and anchor wires lines as per approved anchor pattern/plan.
  • May approve changes to anchor pattern to suit current operational needs in consultation with CSR/Company Man and PETRONAS Appointed SME
  • To provide information and updates on marine activities as required
  • Marine Controller presence is required but not limited to the following:
    • All anchoring and de-anchoring activities
    • Approaching a platform
    • In-field towing
    • Barge crawling within the field and in the vicinity of others barges and other subsea facilities.
    • Salvaging operations within 500 metres of gazette and/or close proximity to subsea facilities etc.
  • To maintain record pertaining to marine activities conducted as instructed by the COMPANY.
  • To prepare and update the technical specifications of vessel for COMPANY requirement.
  • To provide technical advice and evaluation of spot charter requirement of vessel for offshore activities.
  • To liaise with marine authorities.
  • To conduct Active Assessment Exercise (AAE) to the crew for COMPANYs chartered vessels which the covered locations either onshore or offshore.
  • To implement Business Improvement Initiative for Marine operation that can improved productivity and the efficiency for marine operation.

Qualification & Experience

  • Master 3000GT Foreign Going Unlimited Class 1 (Marine Department under IMO Standard of Training, Certificate & Watchkeeping (STCW) Convention)
  • Computer literate and well-versed with software such as Microsoft Office.
  • Good English proficiency (verbal/writing) and good communication skills
