Description:

  • Lead, establish and manage Performance Management System (PMS) and implementation including Performance Improvement Plan (PIP) for staff performance below expectation according to COMPANY performance managements process and system in order to support high performance management culture.
  • Lead on conducting an annual capability gap analysis across all employee levels and produce trend analysis and insight that will contribute to the appropriate future L&D solutions by establishing the Yearly Capability Development Plan.
  • Monitor and manage the gaps and capabilities of staff through coaching and mentoring and formation of capability development plan in order to have a skilled, qualified and continuously improving workforce in COMPANY. 
  • Lead, establish and implement L&D for soft, technical and functional skills including HSE and Corporate Leadership program by analyzing individual skills gap in order to develop a culture of continuous learning and improvement. Introduce the impact measured analytics to determine scale of success of learning and development delivery in order to demonstrate return on investment and ensure complements of Companys strategic direction and business plans. 
  • Build and maintain external/ internal networks and business contacts, to enable the regular review and evaluation of L&D performance against sector and industry comparators. 
  • Identify and present insightful data/ solutions when required to address any areas of concern.
  • Ensure the L&D communications plan and engagement plan remains current and is proactively managed to ensure all stakeholders are communicated to in an effective and appropriate manner.
  • Scope, plan and implement the competencies requirement for COMPANY Staff, Offshore Competency Management System (OCMS), Baseline Assessment and etc. by collaborate with line department for the yearly program and activities to ensure the staff are fully competent and meet the Company expectation. 
  • Manage the assessment process and procedure and appointment of the internal and third-party assessor in order to conduct the assessment for COMPANY staff in an effective manner. 
  • Lead and establish the criteria, recommendation and implementation for COMPANY succession plan, promotion and staff mobility within COMPANY organization especially for critical position and establish leadership assessment to ensure the continuous development and staff readiness throughout the organization. 
  • Provide advice and recommendation in developing succession plans for identified talent and strategies plan for the critical positions Lead and drive the knowledge transfer and information resources being kept and access accordingly and promote the knowledge culture in COMPANY.
  • Establish the criteria and monitor the process and procedures of internship placement to in line with COMPANY business requirements, strategies and objectives.
  • Administer and manage budgets and actual utilization by forecasting requirements, reviewing work program budget, scheduling expenditures, analyzing variances and initiating corrective action to ensure effective cost management and optimization.
  • Guide staff performance by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; initiating, coordinating, and enforcing systems, policies, and procedures.
  • Develop and establish the implementation of department policies and procedures by reviewing operational needs and obtaining approval and ensure compliance with business requirements, strategies and objectives.
  • Ensure the execution of planned activities or assist in planned activities related to core job responsibility in compliance and adhere with COMPANYs HSE policies and industrial standards.

Competencies:

  • Bachelor's degree or equivalent in Human Resources, Business, or Organization Development.
  • Minimum 8 years experience in human resources functions with particular emphasis in capability management and a good grounding in overall HR practices in oil & gas industry.
  • Exposure and experience in HR functions with International Companies will be an advantage.
  • A proven track record in the ability to work independently, under pressure and deliver timely results.
