About the job Planning and Compliance Analyst
Job Purpose:
Plan, manage and drive implementation/utilization/enhancement of procurement and contracts process/activities/system including document management system to ensure procurement and contracts business management compliance with the established policies and procedure, government law as well as to ensure cost effective for shareholders and cost recovery from government authorities.
Key Accountabilities:
- SUPPLIER DATABASE ENHANCEMENT - Validate and update the Supplier database.
- Provide support and advice on procurement and contract management procedures to ensure all BSP staff and users comply with the requirements.
- Monitor procurement process to ensure that all tenders follow rules and regulations and cost effective for shareholders and cost recovery from government authorities.
- Consolidate the relevant documents to support the Shareholders , PSC and MTJA audits.
- Support continuous improvement of business process/ activities/ system, reporting tools including the GEP e-procurement system and document management system/Sharepoint for procurement and contract management and comply with the established policies, procedures and government law.
- Review and ensure the procurement master database on the tender paper status is updated weekly all relevant procurement staff.
Qualification & Experience:
- Bachelors degree in Engineering or Supply Chain Management or Business Administrative or equivalent professional qualification in related fields with Master degree in Business Administration would be an advantage.
- Minimum 5 years experience in oil and gas industry and preferable in upstream Joint Operating or Production Sharing environment.
- Minimum 5 years proven experience in managing procurement tenders
- Strong negotiation, analytical skills and procurement planning and contract management
- Excellent in communication with professional interpersonal skills
