Key Responsibilities
- Chair monthly service review meetings with the client's senior stakeholders (HR Directors, Hiring Managers, and C-suite representatives). Present concise, data-driven dashboards covering SLA performance, pipeline health, risks, and forecasts.
- Provide strategic direction to the on-site RPO team (Project Lead, Recruiters, and Coordinator). Ensure sourcing strategies are aligned with upstream oil & gas market dynamics, talent scarcity, and competitor movements.
- Act as the primary escalation point for critical delivery issues, requisition bottlenecks, or contractual disputes. Resolve high-stakes challenges with composure and commercial acumen.
- Own the overall contract P&L, manage the monthly contract fee structure, and oversee any Change Orders related to scope or volume adjustments.
- Build and maintain trusted advisor relationships with client hiring managers and HR business partners. Proactively identify future workforce demands and upsell/cross-sell strategic solutions.
- Ensure the RPO team strictly adheres to the client's Code of Conduct, PETRONAS licensing requirements, PDPA (data privacy) regulations, and global anti-bribery/anti-corruption standards.
- Oversee the seamless mobilization of the RPO team (within 10 business days) and lead the close-out process, including data handover, knowledge transfer, and certification of residual-data deletion.
Requirements
- Bachelor's Degree in Human Resources, Business Administration, Management, or a related technical/commercial discipline. An MBA is highly advantageous.
- Minimum 15+ years of overall recruitment/talent acquisition experience.
- At least 10+ years in a senior leadership or Account Director role, specifically managing RPO, Managed Services, or large-volume contingent workforce accounts.
- Proven track record of managing high-stakes accounts within the Oil & Gas, Energy, or heavy engineering/technical sectors.
- Demonstrated success in leading a recruitment programme that delivered 30+ successful technical hires within a 12-month period (ideally in the last 5 years).
- Strong experience in contract negotiation, financial forecasting, and managing P&L for a service delivery unit.
- Familiarity with PETRONAS licensing requirements, Malaysian labor laws, and PDPA 2010 is a must.
