Role Purpose:

  • Lead, manage and control all technical and administrative activities of the Mechanical and Piping related scope of brownfield modification to provide support in order to achieve production targets, carry out approved modifications to meet revised operating and safety parameters while ensuring the integrity of the facilities at all times in line with company goals.

Key Accountabilities

  • Unit Leadership & Strategy: Direct the Mechanical & Piping Engineering unit, setting its technical vision, managing resources, and being accountable for its performance and deliverables within the Engineering & Construction Group.
  • Technical Governance & Compliance: Serve as the Subject Matter Expert, establishing and auditing procedures to ensure 100% compliance of all work with company specifications, relevant international codes (ASME, API, etc.), and Malaysian/Thailand government regulations (e.g., PETRONAS PTS, DOSH).
  • Standards Development: Function as the lead SME, critically reviewing and authorizing updates to company engineering standards and specifications to reflect industry best practices.
  • Project Technical Assurance: Provide decisive technical resolution for all mechanical/piping issues arising during facility upgrades, ensuring robust solutions are captured and executed via formal MOC/FIP protocols.
  • Procurement & Contractor Management: Own the pre-contract phase: develop and approve
    Invitation to Bid (ITB) packages, lead cross-functional tender evaluation committees, and
    recommend contractor award. Provide ongoing technical direction and oversight of all vendors.
  • Site Surveillance & HSE Leadership: Conduct planned and ad-hoc site visits to offshore/onshore facilities and contractor yards to champion safe work practices and verify construction quality and design compliance.
  • Project Controls Stewardship: Develop and secure approval for comprehensive project cost
    estimates, master schedules, and budgets, monitoring them throughout the project lifecycle.
  • End-to-End Contract Administration: Manage the full contract lifecycle from requisition and tender development through negotiation, finalization, and award, ensuring adherence to all corporate governance and approval gates

Qualification & Experiences

  • Bachelor Degree in Mechanical Engineering
  • 20 years in oil and Gas Industry
  • Thorough knowledge of applicable codes, standards and company specifications related to
    mechanical and piping disciplines and ability to apply the same in operation of the facilities.
  • Experience in design, fabrication, testing, commissioning and operation of offshore oil and gas facilities.
  • Experience and understanding of other disciplines such as Structural, instrumentation, electrical etc.
  • Experience to prepare work scopes, contracts and perform bid evaluations.
  • Experience to train, motivate and extract quality work from subordinates.
