According to Section 3 of the Road Fund Administration Act, 1999 (Act 18 of 1999), the official object of the RFA is "to manage the road user charging system in such a manner as to secure and allocate sufficient funding for the payment of road-related expenditure, with a view to achieving a safe and economically efficient road sector."

Five-Year Fixed-Term Contract
Reporting to: RFA BOARD OF DIRECTORS
KEY PURPOSE:
To optimize, develop and strategically lead the RFA as an effective funding agency of the Namibian road infrastructure in terms of the development and maintenance requirements to enable efficient and sustainable road infrastructure. To ensure capacity development and effective administration of the RFA for optimal funding and deployment of funds. To provide operation leadership in consultation with executive management, direct organisational efficient and performance. To provide inspirational leadership, build and model great organizational culture and drive diversity and inclusion.
KEY PERFORMANCE AREAS:
Corporate Governance, Policies and procedural framework.
- Provide the Board with the inputs towards the development and refinement of governance structures to ensure continuous development and implementation of company policies and procedures.
Strategic framework formulation and Execution of ISBP.
- Facilitate/initiate planning processes within RFA to ensure long-term, medium-term and operational resource optimization, mobilisation and deployment aligned with RFA mission and vision.
Drive strategic innovation.
- Drive innovation through research to collaborate with strategic stakeholders to identify and/or develop and/or adopt new strategies, techniques and/or methodologies to unlock value in the Road Sector.
Performance management.
- Inculcate a High-Performance Culture to continually enforce, support and refine the RFA performance management procedures and practices.
- Ensure roles clarity within the context of strategic objectives and sound governance principles for Executives.
- In liaison with the Board, manage processional performance agreements that govern the performance interface of Line Minister, Board and Executive management.
Financial and funding management and optimisation.
- Ensure alignment of funding strategy towards framework development and implementation through the Fund management division.
- Inculcate effective budget controls and regular reporting from Executives.
- Ensure financial optimization strategies and processes are initiated, reviewed and implemented to achieve optimal funding objectives.
Service orientation/climate.
- Advocate and model service excellence in RFA and Road Sector.
- Ensure that service standards are meaningfully defined and applied within the RFA.
Stakeholder engagements.
- Review and ensure implementation of coordinated stakeholder engagement strategy.
- Promote constructive internal and external relationship climate and delegate stakeholder engagement to respective Executives or divisions as required at strategic, business and operational level.
Communications.
- Regularly assess the internal and external communications needs in collaboration with Strategic services.
- Ensure the development and implementation of both formal and informal communication means and methods through Strategic services.
- Advocate open communication to create certainty, clarity and inclusion in the whole organization.
Image and reputation.
- Enhance the brand repositioning, ensure that the RFA image furthers Road Sector image within professionalism standards.
- Act and advise decisively on image problems with appropriate remedial long-term solutions.
- Ensure that media relations are optimal for constructive management of RFA media interests.
Human capacity development.
- Ensure implementation of learning and Capacity Building plans to enable effective attraction, retention and development of the human capacity.
- Ensure implementation of initiatives that enhance high performance culture.
- Ensure sound human development and utilization practices are applied within the RFA to optimize human capital contribution towards the overall RFA effectiveness.
- Ensure that there is clarity of executives / management approach throughout management structures and that the same values are furthered throughout.
MINIMUM REQUIREMENTS:
- A Master's Degree (NQF Level 9) in one or a combination of the following fields: Business Administration, Accounting, Financial Management, Economics, Engineering or Transport Economics, or another relevant field.
- A minimum of 10 years' relevant managerial experience, of which at least five years must have been at Executive Management level.
