E-GOVERNMENT DELIVERY MANAGER - DATA, DIGITAL, PDPL, NDMO, NCA

Role Summary

The E-Government Delivery Manager will oversee and coordinate the delivery of data governance, compliance, and regulatory initiatives across multiple stakeholders. The role focuses on execution management, cross-government coordination, regulatory alignment, and ensuring timely and effective delivery of governance programs.

Key Responsibilities

Program & Delivery Management

• Lead delivery of data governance and digital government initiatives across business units
• Coordinate execution of approved governance roadmaps, plans, and regulatory programs
• Track milestones, dependencies, risks, and deliverables
• Ensure alignment between business objectives, regulatory requirements, and delivery outcomes
• Support continuous improvement of governance maturity and operational effectiveness

Stakeholder & Committee Management

• Act as a central coordination point between business, IT, Legal, Cybersecurity, and Compliance teams
• Prepare materials, reports, and dashboards for executive and governance committees
• Track decisions, actions, and follow-ups from governance bodies
• Support change management and adoption of governance practices

Compliance & Regulatory Alignment

• Support implementation and monitoring of compliance frameworks aligned with national regulations
• Monitor governance and compliance maturity levels and prepare executive-level reporting
• Coordinate regulatory assessments, audits, and corrective action plans
• Support communication and engagement initiatives to promote governance awareness

Training & Enablement

• Support development and delivery of governance training and awareness sessions
• Facilitate knowledge transfer and best-practice sharing across teams
• Promote a culture of accountability, data stewardship, and compliance

Required Qualifications & Experience

• Bachelors or Masters degree in Information Technology, Business Administration, Public Policy, Law, or related field
• 5-10 years of experience in e-government delivery, data governance programs, or enterprise transformation initiatives
• Strong understanding of Saudi data and digital governance regulations (e.g., PDPL, NDMO, NCA)
• Proven experience managing complex, cross-functional programs in large organizations
• Strong project management, coordination, and reporting skills
• Excellent stakeholder engagement and communication capabilities
• Ability to translate regulatory and governance requirements into executable delivery plans
• Professional certifications in project management, governance, or compliance are an advantage
