We are looking for an experienced Technical Commissioning Lead with 12+ years of Oil & Gas / EPCC commissioning experience, including at least 6 years in a Lead role. The candidate will lead Electrical, Instrumentation, ICSS/F&G and Telecom commissioning activities for a large-scale project.

JOB RESPONSIBILITIES:

  • Lead the definition of systems, subsystems, discipline boundaries and commissioning scope for Electrical, Instrumentation, ICSS/F&G and Telecom systems.
  • Develop commissioning strategies, priorities, manpower requirements, testingresources and vendor support requirements.
  • Coordinate with the ICAPS Administrator to establish discipline commissioning tasks, test packages and progress tracking within ICAPS.
  • Establish interfaces between E&I/Telecom systems and Mechanical, Piping, Process, HVAC and Vendor Package systems.
  • Lead, prepare and/or review commissioning documentation, including but not limited to:
  • Electrical Energization Strategy and Energization Procedures
  • Instrument Loop Check Philosophy and General Loop Test Procedures ICSS/F&GFunctional Test and SAT Procedures, Telecom Testing and SAT Procedures
  • Electrical, Instrumentation and Telecom Pre-commissioning Procedures and Checklists
  • Functional Test Procedures, OTPs and Integrated System Test Procedures ,Vendor VDL review, FAT/SAT procedures and witnessing plans
  • Commissioning dossiers and relevant System Handover / TOM documentation
  • Lead and supervise Electrical energization, Instrument Loop Checks,
  • Instrument Functional Testing, ICSS/F&G testing and Telecom SAT activities.
  • Coordinate end-to-end testing of signals, alarms, trips, permissives, interlocks and shutdown functions between field equipment, control systems and package systems.
  • Lead Integrated System Testing (IST) involving Electrical, Instrumentation, ICSS, F&G, Telecom and relevant vendor packages.
  • Coordinate vendor technical support during FAT, SAT, pre-commissioning, commissioning and start-up.
  • Provide technical leadership in troubleshooting and resolution of commissioning issues.
  • Support Mechanical Completion, System Walkdowns, Punch List Close-out, Ready for Commissioning (RFC), Ready for Start-Up (RFSU) and System Handover activities.
  • Ensure commissioning tasks, punch items, test records and dossiers are properly tracked and closed in ICAPS.
  • Verify that systems are fully tested, documented and technically ready for handover to Operations.
  • Coordinate preparation and completion of commissioning dossiers and final handover documentation.
  • Lead and coordinate the Electrical, Instrumentation and Telecom commissioning team, including engineers, technicians and vendor personnel.
  • Interface closely with Commissioning Manager, Systems & Processes Lead, ICAPS Administrator, Construction, Engineering, Operations and other discipline leads.
  • Monitor discipline progress, identify critical constraints and provide timely solutions to commissioning management.
  • Ensure all activities are executed safely and in accordance with project specifications, approved procedures, HSE requirements and TotalEnergies commissioning standards / OPERCOM methodology.
  • Perform other relevant duties and tasks as assigned by the Commissioning Manager.

KEY QUALIFICATIONS:

  • Bachelor's degree or above in Electrical Engineering, Instrumentation& Control Engineering, Automation Engineering, or other relevant engineering disciplines.
  • Minimum 12 years of commissioning experience in large-scale EPCC projects within the oil & gas, petroleum, or petrochemical industry.
  • Minimum 6 years of experience as an Electrical, Instrumentation, or Control Systems Commissioning Lead on large-scale oil & gas projects.
  • Experience in multidisciplinary commissioning coordination is highly preferred.
  • Experience in coordinating with equipment vendors during FAT, SAT, pre-commissioning and commissioning activities.
  • Must be proficient in DCS, ESD, PLC, SIS and other industrial control systems.
  • Must be proficient in HV/MV/LV progressive energization and Master Trip testing.
  • Familiar with SAT methodologies for Telecom systems (CCTV, Fiber Optics).
  • Familiar with Vendor Package Control Systems integration.
  • Good knowledge of PTW, LOTO, SIMOPS and project HSE requirements applicable to commissioning activities.
  • Must be familiar with OPERCOM® Methodology and capable of using ICAPS©
  • software for commissioning execution and completion management.
  • Fluent in English (written & spoken), capable of independently writing technical procedures and leading technical coordination meetings.
  • Experience on Middle East EPCC projects is preferred.
  • Previous TotalEnergies, Qatar Energy or other IOC project experience will be an advantage. Experience with Wellhead, CPF, pipelines or associated oil & gas Infrastructure is an advantage.
