Job Description:
The Project Lead and Contract Administration Manager will oversee statewide strategic IT contracts, ensuring compliance with prescribed processes for monitoring contract performance. This includes developing metrics, tracking deliverables, coordinating communications, and managing contract and grant terms. The position acts as the main liaison between agency leadership and vendors, resolving disputes and supporting negotiations.
The selected candidate will work under the direction of the IT Chief of Staff.
Key Duties & Responsibilities:
- Oversight: Manage contract and grant performance, including developing and tracking key metrics.
- Deliverables: Develop, review, and approve contract and grant deliverables.
- Coordination: Schedule and lead meetings, and coordinate communications with stakeholders.
- Liaison: Serve as principal contact between the agency, vendors, and other stakeholders.
- Monitoring: Review contract scope, billing, fiscal data, and eligibility for compliance.
- Documentation: Process contract and grant documents, ensuring understanding and authorization.
- Resolution: Investigate discrepancies and disputes, negotiating settlement agreements.
- Reporting: Prepare, track, and forecast Legislative Appropriation Requests (LAR) for projects.
Qualifications Required:
- Regulations: 20 years knowledge of government regulations, laws, and software licensing practices.
- Portfolio Management: 20 years managing a customer expenditure portfolio in line with strategy.
- Improvements: 20 years driving efficiencies, service enhancements, and continuous improvement initiatives.
- Contract Knowledge: 15 years with DCS contract practices.
- Budgeting: 15 years in DCS contract budgeting and forecasting.
- LAR Expertise: 12 years preparing and forecasting Legislative Appropriation Requests.
- Project Skills: 8 years in planning, coordination, requirements gathering, business analysis, specifications development, and reporting.
Qualifications Preferred:
- Specialization: 5 years prior experience with TEA DCS contracts.
