Job Description:

The System Analyst will assess business needs, design effective solutions, and manage the implementation or upgrade of PeopleSoft Financials and Supply Chain Management (FSCM). The role involves gathering requirements, performing fit-gap analysis, streamlining processes, and conducting comprehensive system testing. This position requires strong communication skills, teamwork, and hands-on technical expertise.

Key Duties & Responsibilities:

  • Analysis: Review business objectives, workflows, and system capabilities to recommend improvements or automation
  • Collaboration: Partner with stakeholders to evaluate current processes, identify issues, and develop solutions
  • Documentation: Create clear, detailed descriptions of user needs, functional requirements, and technical specifications
  • Evaluation: Conduct fit-gap analysis, lead structured work sessions, and present functional findings to stakeholders
  • Testing: Execute hands-on end-to-end system integration and external interface testing to ensure quality and accuracy
  • Support: Provide project documentation, assist with training, and perform additional tasks as needed for project success
  • Communication: Maintain effective, timely, and clear communication while working with large, cross-functional teams

Minimum Qualifications (Required):

  • Experience: 8+ years as a Business Analyst on PeopleSoft FSCM implementation or upgrade projects
  • Expertise: 8+ years with PeopleSoft FSCM 9.2 Asset Management
  • Facilitation: 8+ years leading work sessions and delivering functional presentations
  • Testing: 8+ years performing end-to-end system integration and interface testing
  • Tools: 8+ years using Microsoft O365 (Word, Excel, PowerPoint, Outlook)
  • Collaboration: At least 2 years using MS Teams and channel-based communication for large teams

Preferred Qualifications:

  • Sector Knowledge: 4+ years in public sector organizations (federal, state, or local government)
  • Financial Systems: 2+ years with Texas Comptroller of Public Accounts (CPA) CAPPS Financials
  • Modules: 2+ years with PeopleSoft FSCM 9.2 General Ledger and Commitment Control
  • Platforms: 2+ years with SharePoint
  • Project Tools: 1+ year with Jira
  • Methodologies: 1+ year working within a Scrum framework
