JOB SUMMARY
The HR Operations Specialist is a people-facing HR generalist role, serving as the primary on-the-ground representative of the HR function. The role owns the full employee lifecycle at the site level, onboarding, documentation, employee relations first-response, recruitment coordination, compensation & benefits support, and employee engagement, acting as the first point of contact for employees while ensuring HR policies, processes, and standards set by the HR Manager/Supervisor are consistently and compliantly implemented on the ground.
KEY RESPONSIBILITY
Policy Execution & Compliance
- Implement HR policies, SOPs, and guidelines on the ground, ensuring consistent application across the site.
- Ensure HR-related actions and transactions comply with company standards and Philippine labor law.
- Serve as the primary, people-facing point of contact for employee HR concerns, resolving directly and escalating only complex matters to the HR Supervisor/Manager.
Employee Lifecycle & Documentation
- Own end-to-end onboarding and offboarding: scheduling, requirements collection, clearance, and exit processing.
- Prepare and release HR documents such as contracts, certifications, memos, and personnel action forms.
- Maintain complete, accurate, and audit-ready 201 files and employee records.
Employee Relations Support
- Handle first-line employee relations concerns, including issuance of Notices to Explain (NTEs) and other personnel action documentation.
- Conduct initial fact-finding on minor employee concerns and escalate complex or high-risk cases to the HR Supervisor/ER Specialist.
- Support consistent, lawful application of disciplinary procedures and company policy at the site level.
Talent Acquisition Support
- Support onboarding handoff from Recruitment, ensuring a smooth candidate-to-employee transition.
- Maintain accurate and up-to-date requisition and hiring status trackers for the site.
Compensation, Benefits & Payroll Support
- Serve as the first point of contact for payroll, leave, benefits, and attendance queries, providing timely clarification to employees.
- Process and route benefits enrollments, leave filings, and attendance corrections accurately and within SLA.
- Coordinate with the HQ Payroll and C&B teams on escalations and discrepancies.
Employee Engagement
- Act as the on-ground face of HR during company events and activities, building trust and rapport with employees.
HR Systems & Reporting
- Encode and maintain accurate employee data in the HRIS and other HR systems.
- Resolve HR tickets (e.g., RICA) within committed SLA, escalating unresolved items appropriately.
- Prepare and submit regular HR operations reports to the HR Supervisor/Manager on or before deadline.
QUALIFICATION AND REQUIREMENTS
Education:
- Bachelor's degree in Human Resources, Psychology, Business Administration, or any related field.
Experience:
- At least 2–3 years of HR generalist experience, with solid exposure across employee relations, recruitment support, compensation & benefits, and engagement.
- Working knowledge of Philippine labor law, DOLE regulations, and disciplinary due process (twin-notice rule, progressive discipline).
- Experience directly facing and supporting employees on HR matters is strongly preferred.
SKILL AND COMPETENCIES
Technical Skills:
- Proficiency in MS Office
- Working knowledge of HR concepts, labor law, and disciplinary documentation.
- Familiarity with HRIS, ATS, and ticketing/case management systems (e.g., Sprout)
- Event coordination and basic project management skills.
Soft Skills:
- Strong communication and interpersonal skills; comfortable being the face of HR to employees.
