Job Objective
The Manager of Collateral Operations for Securities Exchange is responsible for leading and overseeing the exchange's collateral operations. This includes developing and implementing collateral management policies and procedures, managing the exchange's collateral portfolio, and ensuring that the exchange complies with all applicable collateral management regulations.
Key Accountabilities
General Responsibilities
- Develop and implement collateral management policies and procedures, including collateral eligibility criteria, collateral segregation and safekeeping arrangements, collateral liquidations and haircuts, and margining requirements.
- Manage the exchange's collateral portfolio, including monitoring collateral levels, managing collateral movements, and processing collateral transactions.
- Ensure that the exchange complies with all applicable collateral management regulations, including the Securities Exchange Act of 1934 and the regulations of the Securities and Exchange Commission.
- Prepare and present collateral reports to senior management and the Board of Directors.
Job Specific Responsibilities will include
- Overseeing the day-to-day operations related to collateral, including the assessment, valuation, and tracking of collateral assets used in trading.
- Developing strategies and systems to optimize the use of collateral, aiming to minimize the amount of collateral tied up while meeting regulatory and risk requirements.
- Managing collateral agreements, ensuring accurate documentation, and adherence to legal and regulatory guidelines.
- Manage the exchange's margining requirements for clearing members and other counterparties.
- Manage the exchange's collateral eligibility criteria for all types of collateral, including cash, securities, and derivatives.
- Manage the exchange's collateral segregation and safekeeping arrangements with custodians and other financial institutions.
- Manage the exchange's collateral liquidations and haircuts in the event of a counterparty default.
- Work with the clearinghouse to manage the exchange's clearing and collateral requirements.
- Implement and utilize technology, such as collateral management systems, to streamline operations, improve accuracy in collateral valuation, and ensure compliance.
- Monitoring market trends and changes that might impact collateral values or requirements, adjusting strategies accordingly to optimize collateral usage.
- Investing in ongoing training and skill development for the collateral operations team, ensuring they are equipped with the latest tools, knowledge, and best practices.
- Integrating Environmental, Social, and Governance (ESG) considerations into collateral management strategies, aligning with broader market trends towards sustainable and responsible investing.
- Implementing advanced analytics tools to analyse collateral data, identify trends, and generate comprehensive reports for better decision-making and risk assessment.
- Establishing efficiency metrics and benchmarks to continually evaluate and improve the effectiveness of collateral management processes
