We have a fantastic expat opportunity in Middle East for a Port Project Manager

 

 As Port Project Manager you will be a qualified at project management level and will manage port’s project management plan. You will be responsible about all project management phases of assigned projects from authorization to proceed to user acceptance ensuring completion within the established budget, schedule in accordance with specified contractual obligations. Coordinates with all stakeholders during handover stage and project initiation stage and getting projects approval from Management.

 

The PPM Supervises all pre-award phases from initiation to Notice of Award of Royal Commission design, studies, and construction projects to ensure award of projects on schedule.  You must works under general supervision of Deputy COO and receives administrative direction from the COO on assigned projects in terms of specific objectives with work being reviewed for adherence to scope of work. Frequent contacts with all levels of Operations Management. 

 

This role Interfaces with the Port Authority and Port Operator in responsibilities relating to Project

Management, schedule, quality and health and safety. Represents company and Royal Commission

in frequent contacts with consultants, contractors and vendors of materials and services. Supervise

Port’s infrastructure activities. Coordinates & directs activities of all personnel dedicated to assigned

projects.



Major Activities Performed: 

      Coordinates with all stakeholders during projects handover and initiation stage for preparation of preliminary scope of work, cost estimates, schedule and getting projects approval from  Management.

      Supervise and coordinate the preparation of Request for Proposal (RFP). Coordinates definition of detailed scope of work, determines major milestones, and recommends appropriate pricing policy for projects. Coordinates RFP preparation with departments associated with the projects, reviewing inputs and making necessary amendments.

      Perform technical evaluation of potential companies for Consultancy, Architectural / Engineering (A/E) and Construction contracts and recommends short-lists of qualified companies. Obtains Royal Commission approval for completed RFPs and bidder shortlists. Participate in bids evaluation the recommending selection of contractor. 

      Join pre-bid meeting and introduce project’s scope of work to the bidders.

      Coordinates with concerned department in obtaining clarifications on bidders’ queries and issuance of addendums.

      Participates in final negotiations to determine final terms of contract. Represents Royal Commission in signing Summary Memorandum of Negotiations and obtains approved Notice to Proceed. Participate in port award meeting.

      Coordinates with concerned departments and dedicated personnel in providing technical information regarding progress, schedule and cost performance. Reports on major problem situations which could result in cost overruns or delays in schedules.

      Advises concerned departments of any changes (design or construction) requested by Royal Commission Port Authority and coordinate in implementation of those changes.

      Performs similar pre-award activities for construction portion of the project as were done for the design portion.

      Ensuring all pre-award activities to be completed and projects awarded on RC Port Authority scheduled date.

       Make presentations on assigned projects to upper management, when required.



Experience and Qualifications:  

      B. Sc. Degree in Civil Engineering or related discipline with minimum of 10 years of directly related experience.  At least 3 years experience in project management with Client/Owner and a good understanding of all the phases of Projects Management such as planning, initiation, design and bidding.

      A Certification as a Project Management Professional (PMP) is preferred.

      Familiar with industry procedures, specifications and best practices. 

      Familiar with planning and scheduling methods such as CPM, project accountability, budgeting and the expenditure and financial of the project.

      Excellent commands on English language.

      Knowledge of computers and basic software applications: MS Office (Word, Excel, Power Point).
