We are recruiting for an IT and Business System Analyst professional to provide analysis and recommendations for improvement of large scale enterprise Risk Management Framework (RMF) and IT budget process systems. The successful candidate must be able to work effectively with senior level customers and staff to evaluate and identify improvement to RMF and IT budget process systems. Will construct workflow charts and diagrams and prepare cost/benefit analysis proposals to assist program leadership in presenting recommendations.
Duties
- Works with senior level customers and users to evaluate and identify improvements to RMF and IT budget processes and to facilitate identification of innovative recommendations to automate processes.
- Clearly defines detailed project objectives by understanding business functions, gathering information, and documenting requirements.
- Evaluates system change proposals and provides recommendations based on guidance and policy relating to each program or system.
- Constructs workflow charts and diagrams; studying system capabilities; writing specifications in support of innovative recommendations.
- Prepares cost/benefit analysis proposals and assists program leadership to present recommendations for approval.
- Assists quality assurance process and updates instruction manuals as needed.
- Prepares technical reports by collecting, analyzing and summarizing information and trends.
- Conducts and coordinate financial, product, market, operational and related research to support strategic and business planning within the various departments and programs of the client group.
- Interprets, evaluates and interrelates research data and develop integrated business analyses and projections for incorporation into strategic decision-making.
- Performs daily, weekly and monthly reviews and analyses of current processes using operational metrics and reports.
- Prepares and presents recommendations to senior management for improvements using analytics and actively participates in the implementation of approved changes.
- Creates informative, actionable and repeatable reporting that highlights relevant business trends and opportunities for improvement.
- Conducts insightful, ad-hoc analyses to investigate ongoing or one-time operational issues.
- Performs all other duties, as assigned.
Requirements
- Bachelor's Degree in Management Information Systems, Computer Science, Business Management or appropriate field of study required. May substitute equivalent work experience for education.
- Must have at least five (5) years of work experience in business analyst or project management.
- Working knowledge of RMF process is preferred.
- Must have a track record of following through on commitments.
- Must be highly detail oriented, analytical and inquisitive.
- Must be extremely organized, and have excellent planning and strong time-management skills.
- Must be able to develop relationships and effectively interact with customers to successfully design customer needs into product and/or enhancement requirements.
- Proven ability to lead and support successful projects.
- Excellent, clear and concise communication skills, both verbal and written, are required.
- Strong presentation skills with the ability to collaborate effectively, and gain influence at all levels of the organization.
- Prior experience working with software development teams to build software test plans is desirable.
- Advanced level of MS Office applications. Knowledge of MS Access preferred.
- Must have an active DoD security clearance.
