Project HSE Manager
Job Description:
REQUIRED WORKING SKILLS/QUALIFICATION/CERTIFICATION
- Occupational Health or Bachelor's degree education
- Experience more than 15 years in a similar position or similar field
- Maritime Laws and Regulations Administration. Knowledge of the general administrative activities supporting the Maritime Safety and Security and Labour Management system about smooth management processes, record monitoring, and storage, fulfillment of the financial requirements, and compliance with the best management practices.
- Civil works activities. Knowledge of excavation, blinding shuttering, concrete pouring and iron cutting and bending techniques, drawings interpretation, organization of re-bar prefabrication workshops, installation methods, and recording of work done. Ability to execute propaedeutic works to be carried out for civil works activities ensuring compliance with project documentation.
- Piping and steel structures prefabrication and installation. Knowledge of prefabrication, fabrication, and installation methodologies for piping, piping underground, and steel structures. Knowledge of heavy lifting methodologies. Knowledge of methodologies, procedures, and equipment for wrapping, lowering, and bending of pipes. Ability to supervise and execute the activities of steel structures prefabrication, piping prefabrication, piping erection, piping underground, equipment erection, and machinery installation.
- Rigging and lifting equipment and operations. Knowledge of the various types of rigging equipment (slings, bridles, shackles, etc.) and lifting equipment (cranes, tirfors, chain blocks, bridge cranes, etc.).
- HSE event management and investigation. Knowledge of investigation techniques and data analysis and reporting of HSE events. Knowledge and application of the HSE reporting system (HSE regular reports and incident notification reports) and Incident Investigation organization
- HSE inspection & audit. Knowledge of audit techniques and capability to manage HSE (safety / environmental) audits to supervise the implementation of specific procedures on the worksite. Capability to execute workplace HSE inspection
- Assets integrity. Major Accident Prevention management system; Knowledge of asset integrity principles and requirements. Knowledge to design or to review the design developed by specialized vendors and subcontractors shall be made available and maintained, to assure Asset Integrity in Operations, to sustain the Asset Integrity Management System; and to prevent Major Accidents.
- Company HSE management & legislation, standards, and certification. Knowledge of local HSE legislation and the main important international standards on HSE management systems (e.g. ISO 14001 ISO 45001). Knowledge of the company management system to be actively involved in their management and certification. Knowledge of independent certification process, certification issued by third-party certification body, rules, and accreditation body. Knowledge and implementation of Company HSE management system (policy, guidelines, standards, and procedures) as per duties and responsibilities of their role. Knowledge of social aspect management and Life Cycle Approach
- Project HSE management. Definition, knowledge, understanding, and application of HSE procedures and Project requirements for all project phases. Capability to apply and to control and ensure the correct application of the HSE procedures/requirements. Capability to analyze HSE client requirements and to plan the needed actions. Capability to develop HSE plans and perform relevant economic evaluation of HSE plans / HSE services / HSE activities.
- Emergency plan and crisis management plan. Knowledge of typical potential HSE emergency situations and related mitigation actions. Knowledge of Spill prevention and response. Capability to organize and evaluate emergency drills. Knowledge of emergency preparedness and response according to individual responsibility. Knowledge of firefighting techniques and capability to manage fire/emergency situation learned with specific training course
- Environmental & social impact assessment Knowledge of techniques and methodologies for environmental & social impact analysis, identification, and evaluation. Knowledge of the difference between aspect and impact. Knowledge of waste, spill risk, energy, and GHG management. Knowledge of contest analysis approach Knowledge of environmental impact control measures (at least for spill, air, ground, water, waste, energy, GHG).
- HSE risk management. Knowledge of criteria, standards, main techniques, and methodologies for hazard identification during work execution, occupational risk assessment, and evaluation. Knowledge of related control measures including the hierarchy of controls. Knowledge of safety cases and safety-critical elements (including Management of Change and SIMOPS).
- HSE training & communication. Capability to identify the training needs for individual resources according to Company requirements Capability to prepare and conduct induction and HSE training courses knowledge to identify and develop innovative HSE training and HSE communications initiatives aimed at the dissemination of an HSE company culture Capability of ensuring proper communication including the Company's HSE communication tools (TBT, HSE Meetings, HOC, etc.) Knowledge of company-specific HSE Training Tools (E.g. Delphi, Insight...). Knowledge and capability to integrate Life-Saving Rules into any and all HSE training and communications to promote continuous and conscious adoption of the rules by all personnel.
- HSE Work Practices. Knowledge of the main risks during the operation activities and safe working and environmental protection procedures/practices & rules to be applied. Knowledge of adequate Personal Protective Equipment - purpose, use, and maintenance Knowledge and the correct use of the Permit to Work system.
- Health management system. Knowledge of the main principles of the Health Management system.
- Subcontractor/supplier management and control. Knowledge and ability to follow HOSE contractual aspects related to subcontracted activities. Knowledge of sub-contract management. Ability to set and monitor quantities executed and cost for subcontracted activities as per contractual terms. Knowledge of contractual and legal aspects of the operational country.
- ISM code application and Maritime legislation. Knowledge of Maritime Laws and Regulations Management System (ISM, ISPS, MLC2006) mandatory requirements and all the Rules and regulations applicable to the area of remit (MARPOL, STCW, SOLAS).
- Vessel Safety Management System. Recognizing and applying the company documentation pertaining to the SMS. Recognizing the functional requirement of the SMS related to the particular shipboard operations. Recognizing the roles, responsibilities and Interrelations of the maritime regulatory bodies, designated person and the SMS stakeholders.
- Project Management Tools & Methodologies. To know project management techniques, as Project requirement and objective management, Project activity planning and monitoring Project resource allocation and management, Project cost management, Project Risk Management, reporting to Top Management, Interfaces Management, Contract Management (on top of Change), Installation principles, Engineering lifecycle (Supply Chain in a broader way), Subcontracts execution, Change management, Project HSE management, Project quality management, Construction and commissioning principles, Procurement lifecycle, Procedures and documents for the close-out of all the project activities upon project completion (e.g. Project Record Books, project feedbacks).
BRIEF JOB DESCRIPTIONS
- Ensure correct development, management, and improvement of the Project HSE Management System throughout the engineering and development phases (EPIC) of the project
- Plan and coordinate the activities of all HSE personnel working both in design and on-site
- Define criteria and references for developing project HSE plans and for undertaking specific studies and global analysis evaluating plant/platform performance in normal operating and upset conditions
- Ensure that all design, procurement, construction, and installation activities carried out by the client are conducted in strict accordance with the Client's HSE Requirements, client HSE Standards, applicable local legislation, International Standards (ISO1400 1 and ISO 45001)
- Staff and manage HSE design and site personnel
- Ensure Project HSE plans and Procedures are developed and implemented throughout the entire project life
- Define HSE strategies for the entire project and review the design studied from HSE point of view
- Conduct a pre-construction survey, identify safety criticalities and environmentally sensitive areas, and design mitigation measures
- Assist the Project engineering and management teams in the Risk Management process (i.e. HAZOP, HAZID, Hazard and Effect Management Process, Risk Assessment, etc)
- Take part in accident/incident investigation
- Assist construction teams in HSE Risk Management and Occupational Safety Risk Assessment
- Identify properly potential emergency scenarios and develop emergency preparedness and response plans
- Plan and conduct HSE audits of project sites and contractors
- Ensure adequate HSE performance monitoring, analysis, and reporting toward Corporate/Company organizations
- Ensure Project HSE needs identification and development of Project HSE Training Programs and awareness campaigns
- Promote periodical Project HSE Review and ensure proper Project HSE Close out report
- Ensure Health Management System implementation and MEDEVAC setup
- Perform Significant Environmental Aspects identification and Management plans
