Instrument Senior Engineer/LEAD

 Job Description:

REQUIRED WORKING SKILLS/QUALIFICATION/CERTIFICATION

  • University Graduate with on Technical Major
  • More than 10 years in a similar position or similar field
  • INSTRUMENTATION Senior Engineer & Lead experiences, as LEAD minimum two Projects for Wellhead platform & CPP Platform experiences.
  • Engineering design and review. Knowledge of Discipline engineering design criteria, methods, and workflows from the conceptual phase up to the site engineering phase. Capability to define the technical documents set based on Project quantities and scope of work. Capability to perform and coordinate Project engineering documents production activities and to check and review design documents, prepared either internally or by Vendors.
  • Capability to manage all the interdisciplinary reviews needed to define and optimize the concerned engineering system.
  • Engineering standard codes and regulations Knowledge of main international Discipline standards, codes, and regulations. Capability to analyze dedicated Project requirements in terms of local standards and codes and to identify proper implementation actions.
  • When required by the role, the ability to manage the resolution of Engineering Non-Conformity (NCR) at the site supporting Construction and/or Fabrication activities effectively interfacing project Team, Client, and Vendor.
  • Quantity estimation for engineering disciplines Capability to define the Project general rules and guidelines for Discipline quantities estimation either on Bid Projects or on Projects in execution, according to Corporate design standards, procedures, methods, and tools. Capability to control and ensure the correct application of the general rules and guidelines by all team members and all subcontractors involved in quantity definition activities
  • Engineering man-hours and cost budget planning and monitoring Capability to estimate Discipline Work Orders and Bid Projects Engineering man-hours budget based on the Project quantities and scope of work according to Corporate standards, procedures, methods, and tools. Capability to estimate Discipline items costs budget based on Project quantities and technical requirements according to Corporate standards, procedures, methods, and tools. Capability to monitor the relevant activity progress and the actual man-hours spent vs. the earned progress
  • Engineering planning, progress control, and reporting techniques Capability to plan discipline engineering activities and documentation deliverables in order to meet Project schedule milestones considering design workflows and engineering interfaces with all other project disciplines and functions. Capability to manage dynamic changes due to endogenous and exogenous factors.
  • Capability to monitor project activity progress (single/multiple function activities) and to prevent potential issues with appropriate corrective actions. Contribute to Project reporting for the relevant engineering part.
  • Engineering Subcontractor management and control Capability to handle subcontracted engineering work packages defining the scope of work, the milestones, and documentation deliverables. Capability to control the quality, the costs, and the timing of the subcontracted activities ensuring compliance with project scheduling and goals and with contract requirements
  • Engineering technical bid evaluation Capability to perform technical evaluation of vendor bids with reference to Discipline items, bulk material, and subcontracted work packages, according to Corporate standards and procedures
  • Technical proposal preparation Capability to prepare and coordinate the preparation of Discipline technical proposal documents for Bid Projects according to Tender contractual requirements
  • Vendors Management Capability to keep under control the budget of the Vendor's site assistance and manage the vendors at the site.
  • Engineering technical software tools User-level knowledge of Corporate and Operating Center Discipline technical design software tools. User-level knowledge of Corporate and Operating Center IT tools supporting business processes such as electronic document system management, procurement, and office automation applications
  • P and IDs mechanization Capability to design and coordinate P&IDs for related systems. Full knowledge of Discipline workflow and of Discipline mechanization procedures and criteria. Full knowledge of Discipline P&IDs mechanization battery limits
  • Engineering equipment testing Capability to define technical requirements for Discipline equipment and materials workshop testing according to Corporate standards, procedures, methods, and tools
  • Engineering Material Testing Capability to define technical requirements for Discipline equipment and materials workshop testing according to Corporate standards, procedures, methods, and tools
  • Automation control systems design Capability to design automation and control systems, including telecommunication and field instruments
  • HSE risk management Knowledge of criteria, standards, main techniques, and methodologies for hazard identification during work execution, occupational risk assessment, and evaluation.
  • Knowledge of related control measures including the hierarchy of controls.
  • Knowledge of safety cases and safety-critical elements (including Management of Change and SIMOPS)
  • Project coordination and leadership Capability to define project scope in order to meet the needs and expectations of the interested parties (especially clients and users.).
  • Ability to be guided and oriented to objectives and task accomplishment, producing the agreed end results, within the time frame and budget required, and within agreed parameters of Risk, HSE, and Quality. Ability to be at the same time focused on the welfare and health of the workforce
  • Capability to coordinate and effectively communicate with the team, as well as with other involved departments, actors, and parties.
  • Project materials post-order management Knowledge of supply chain process (engineering, purchasing, production, fabrications, assembling, packing, transportation, clearing through customs, preservation, and installation). Ability to focus on Project objectives and Purchase Order requirements in terms of performance, quantities and quality characteristics, time schedule, and cost (expediting, quality control during manufacturing stages, shipping and customs activities of purchased goods). Ability to plan, coordinate, execute, monitor, and improve post-order process for goods.

C-Bidding phase/Commercial proposal

  • Analyse and understand Tender documentation.
  • Define a Discipline list of activities and deliverables and coordinate activities in accordance with the Project schedule.
  • Identify technical queries, deviations and alternatives to be submitted.
  • Implement bidding methodologies, design criteria, and guidelines.
  • Define and issue a Request for quotation for not estimated in-house items.
  • Coordinate material quantities and weight estimation
  • Prepare engineering manhour and material cost estimations.
  • Support the Proposal Manager during technical clarification meetings with the Client.

D-Project Execution

  • Ensure the achievement of the assigned goal and the fulfillment of the Project quality and contractual requirements. Take the necessary corrective actions within the Discipline Project Team to meet the assigned goal. Report to the TM for more extensive problems.
  • Define a list of activities and deliverables, set time schedule, and coordinate activities in accordance with contractual requirements
  • Ensure Discipline Project progress, monitor, and control manhour consumption.
  • Prepare technical annexes for engineering activities to be subcontracted.
  • Ensure subcontractor coordination and monitoring/reporting to PM of the Discipline budget costs.
  • Ensure proper Discipline workflow, interfaces, quality checks, and approval of all Discipline Project documents, including Vendor ones.
  • Track and report to TM Discipline scope of work changes updating manhour and cost estimates.
  • Provide technical support to Project functions including Procurement and Construction
  • Support PM in technical interfacing with the Client (according to TM)
  • Define and issue Purchase Requisitions
  • Ensure Technical Bid Evaluations
  • Ensure Vendor follow-up activities.
  • Provide technical support for the definition of the Discipline construction inspection plan.
  • Manage Vendor inspection test plan approval and support post-order activities.

E-Construction and start-up

  • Support the construction team in implementing the engineering solutions at the site

F-Home office activities (master)

  • Verify manhour and cost estimates
  • Check key Project documents according to internal procedures
  • Support Project teams to solve non-standard technical issues
  • Update Discipline workflows and technical standards
