Our client is seeking a Grants Program Infrastructure Consultant to design and build the foundational systems, processes, and governance required to launch a new multi‑initiative grant program. This role focuses on establishing the operational environment, internal controls, and reporting framework needed for long‑term sustainability. Once the infrastructure is in place, responsibilities will transition to an internal Grants Manager.

This is a strategic, systems‑building role ideal for a consultant with deep experience in grants management, compliance, and program operations.

Responsibilities:

Program Structure & Governance

  • Define the proposed structure for the Grants Manager function.
  • Establish reporting lines, role clarity, and organizational charts.
  • Outline roll‑up reporting requirements across multiple initiatives.
  • Support the development of a separate financial or organizational structure, if needed.

Financial & General Ledger Framework

  • Define budget development and monitoring requirements.
  • Standardize general ledger coding and financial classifications.
  • Establish documentation, retention, and audit‑readiness standards.

Operational Process Development

  • Map end‑to‑end grant administration processes.
  • Develop workflows, policies, and procedures to support program operations.
  • Define purchasing and procurement requirements aligned with federal, state, and program guidelines.

Reporting Requirements

  • Define programmatic and financial reporting expectations.
  • Establish roles, responsibilities, templates, and submission schedules.

Training & Capacity Building

  • Develop training materials and compliance guidance.
  • Identify training needs for subrecipients, partners, and internal staff.
  • Provide marketing and communication do's and don'ts to ensure adherence to grant rules.

Subrecipient & Contractor Management

  • Define subrecipient requirements and compliance expectations.
  • Develop contract language, policies, and monitoring touchpoints.
  • Outline contractor requirements and performance expectations.

Internal Controls & Compliance

  • Establish internal control requirements for grant operations.
  • Integrate control expectations into policies, procedures, and workflows.

Qualifications (Must-Haves)

  • Master's degree preferred.
  • Strong understanding of federal and state grant requirements.
  • Ability to design processes, workflows, and governance structures.
  • Experience developing policies, procedures, and training materials.
  • Excellent communication, documentation, and stakeholder‑coordination skills.
  • Background in grants management, program operations, compliance, or public sector consulting.
  • Bachelor's degree in Public Administration, Business, Finance, Public Health, or a related field (required)
