Technical Program Manager

24+ months Contract

The scope of the proposed services will include the following:

Develop understanding of the business environment and use that understanding to make informed decisions and drive results

Define program goals and objectives, and align them with the organization's strategy

Develop project plans and schedules, including resource allocation, timelines, and budgets

Lead cross-functional teams to deliver programs and projects on time and within budget

Manage risks and issues, and implement mitigation strategies as needed

Communicate project status and progress to stakeholders, including senior management

Collaborate with stakeholders and teams to ensure program and project goals are met

Ensure compliance with program management processes and standards.

Provide day-to-day support for on-going processes.

Provide on-going evaluation and improvements for processes, work in needed areas to provide technical support for agencys work demands.

Expertise and/or relevant experience in the following areas are mandatory:

Bachelor's degree

5+ years of relevant experience

Strong project management skills, including budgeting, scheduling, and communication

Strong proficiency in Microsoft Office Suite, including Excel

Experience with collecting, analyzing, and reporting key data

Experience in program evaluation including evidence-based practices and outcome measurement

Experience navigating Louisianas governmental, business, and community landscape and various audiences/stakeholders

Available to work from Baton Rouge, LA on a regular basis

Expertise and/or relevant experience in the following areas are desirable but not mandatory:

  • Masters degree in business, mass communication, or related fields
  • Industry expertise in clean energy resilient hubs, utility-owned electric grid systems, and reduced-carbon energy resilience
  • Experience working with federal programs at the federal, state, local level, and/or private sector
  • Experience representing state government officials in public settings
  • Experience in and knowledge of the energy sector and its diverse stakeholders
  • Experience developing and implementing large-scale public initiatives and projects
  • Experience working across state government agencies to align and implement strategic priorities
  • A working knowledge of regulatory and statutory compliance requirements for federal programs
  • Experience communicating on behalf of appointed government officials and civil servants
  • Comprehensive knowledge of state level grant program administration
  • Experience in partnership development with community groups, non-profit partners, and/or government agencies
