Job Purpose:

The Commissary Facility and Distribution Manager is responsible for overseeing the overall upkeep of the commissary facility and managing all post-production operations, including packaging, dispatch/distribution, and stewarding. The role ensures that all finished goods are packaged accurately, stored safely, and delivered on time while maintaining a clean, safe, and compliant working environment. This position plays a critical role in ensuring operational readiness, efficiency, and food safety compliance across the commissary.

Key Responsibilities:

1. Facility Management and Upkeep

  • Oversee the maintenance, cleanliness, and functionality of commissary facilities and utilities.
  • Coordinate preventive maintenance activities with the Facilities and Maintenance team.
  • Monitor the performance of key utilities (water, power, HVAC, and waste systems) to ensure uninterrupted operations.
  • Ensure all facility areas comply with food safety, sanitation, and occupational health standards.
  • Supervise pest control, waste management, and sanitation programs.
  • Maintain records of inspections, maintenance logs, and corrective actions.

2. Distribution and Dispatch Operations

  • Supervise all dispatch and delivery activities to ensure accuracy and on-time delivery.
  • Plan and monitor routing, vehicle scheduling, and loading operations.
  • Oversee cold chain management and ensure proper handling of temperature-sensitive products.
  • Coordinate with the warehouse and production teams to align daily dispatch schedules.
  • Track delivery performance, vehicle utilization, and logistics efficiency.
  • Maintain all delivery documentation and ensure compliance with company and regulatory requirements.

3. Packaging Operations Oversight

  • Supervise the packaging team to ensure correct portioning, labeling, and sealing of all finished goods.
  • Verify that all packaged items meet product specifications and hygiene standards.
  • Monitor packaging material usage and coordinate replenishment with procurement or warehouse.
  • Conduct spot checks on product labeling, lot coding, and packaging quality.
  • Maintain proper documentation of packaging activities and production output.

4. Stewarding and Sanitation Management

  • Lead the stewarding team in maintaining sanitation and cleanliness across all commissary sections.
  • Ensure all kitchen tools, utensils, and production areas are cleaned and sanitized per schedule.
  • Oversee proper waste segregation and disposal, ensuring compliance with environmental standards.
  • Monitor chemical usage, cleaning schedules, and sanitation logs.
  • Coordinate with QA for regular hygiene audits and compliance checks.

5. Leadership and Coordination

  • Supervise the Packaging, Distribution, and Stewarding team leaders to ensure operational alignment.
  • Plan manpower schedules, assign duties, and oversee shift coverage for 24/7 operations.
  • Conduct training and performance evaluations for team leaders and staff.
  • Promote teamwork, accountability, and continuous improvement among post-production teams.
  • Coordinate closely with QA, Production, and Facilities to resolve operational challenges promptly.

6. Compliance and Reporting

  • Ensure compliance with food safety, sanitation, and occupational safety regulations.
  • Maintain accurate records for dispatch, sanitation, and maintenance activities.
  • Support audit preparations and implement corrective actions based on QA or external inspection results.
  • Submit regular performance reports on facility condition, distribution accuracy, and sanitation status.

Key Success Indicators:

  • 100% on-time dispatch and delivery of finished products.
  • Zero major sanitation or facility-related non-compliance issues.
  • Reduced rework or product returns due to packaging or handling errors.
  • Fully operational and audit-ready facility with maintained utilities.
  • High performance and accountability among packaging, dispatch, and stewarding teams.

Qualifications:

  • Bachelors degree in Industrial Engineering, Mechanical Engineering, Operations Management, Supply Chain, or related field.
  • At least 3 years supervisory/managerial experience in facility, logistics, packaging, or sanitation operations, in commissary, food manufacturing, FMCG, or central kitchen operations.
  • Strong knowledge of facility maintenance, distribution/dispatch, cold chain, packaging processes, and sanitation standards.
  • Familiar with food safety, QA requirements, and audit compliance.
  • Proficient in ERP systems, documentation, and operational reporting.
  • Strong leadership, communication, and cross-functional coordination skills.
  • Willing to work onsite and manage 24/7 operational scheduling.
  • Certifications in Food Safety, HACCP, or Occupational Safety are an advantage.
