AMDEX is seeking a results-driven project leader with management consulting and project management experience in IT standards and Governance. This individual should have a proven ability to successfully manage a project from initial proposal through development, implementation and beyond within schedule, budget, scope, and high-quality standards. The successful candidate should be a strategic thinker with a solution-based approach for exceeding internal and external client expectations and implementing innovative solutions to satisfy customer business needs.

The Program Manager (PM) will be responsible for delivering all tasks and activities to ensure the quality and timeliness of all client deliverables.

Work with stakeholders in the preparation, submittal and maintenance of the portfolio and IT functional area management plans.

Review documentation provided by the client programs to ensure quality assurance in preparation for the Governance review.

Governance facilitation, including developing meeting agendas, minutes and capturing action items from the Governance Council.

The PM will factor in all inputs to derive a recommended approach based on factors including prioritization and subject matter expertise, technical and business information, risk management, and industry best practices.

Duties and Responsibilities:

Manage a large, multi-functional team and assist the government client with the delivery of program, portfolio, performance management, and security assessment and authorization support services within the agency.

Provide guidance, quality assurance and process/policy support for information resource governance, program/project management, program evaluation, performance management, capital planning and investment control (CPIC), budgeting, communications and collaboration, and consultation to agency program office leadership, project teams and stakeholders.

Support development of program performance measures and metrics for the Associate Director of Information Services as part of Office of Finance, Administration, and Information Services strategic planning initiative.

Plan and coordinate the successful completion of specific agency program-wide annual data calls (IT Investment Section, ProSight) by the client division that are used for budgeting and business case development purposes.

Provide guidance to client project managers and project team regarding EPLC requirements, cost estimating, scheduling, and performance management.

Provide leadership to the team on continuing to improve performance and strengthen client relations.

Review deliverables to verify they meet and or exceed quality criteria, and if not make specific recommendations for improvements.

Required Qualifications:

Expert with Project Management Institute methodology; must hold a current PMP certification.

Experienced in EPLC and OMB Federal processes for development projects, budgeting and security standards.

Experience developing detailed work plans, schedules, project estimates, resource plans, and status reports.

Experience in effectively managing subcontractors and consultants.

Expert in the use of Microsoft Project.

Excellent Organization, Presentation, and Communications skills.

Bachelors Degree in Computer Science or related field.

10-12 years related experience, with 3-5 years of Project Management Experience.

Must be able to obtain a NACI clearance.

Desired Qualifications:

Knowledge of Public Health, CDC and IT Security project standards.
