Job Summary

The Senior Manager - Qualifications Management is responsible for planning, development, execution, monitoring and evaluation of the work programme of the Qualifications Management Department to facilitate its efficient development and management of all types and levels of classic, hybrid and proxy qualifications as documented in the CXC® Qualifications Management Framework and in the CXC® Qualifications Structure.

Key Duties and Responsibilities

  • Plan, develop and lead the operations of the Qualifications Management Department.
  • Lead the efficiency and quality of CXC® classic qualification products.
  • Lead the design, development and quality of proxy and hybrid innovation qualification products.
  • Lead preparation of key documents for submission to Pro-Registrar & DCEO, Executive Management, SUBSEC and SEC.
  • Lead training and communications with key stakeholders on new or existing qualifications and subjects.
  • Perform any other duties as determined by the Pro-Registrar and Deputy CEO.

Required Activities

Plan, develop and lead the operations of the Qualifications Management Department

  • Prepare the annual departmental operational plan, including the annual departmental budget, for approval by the Pro-Registrar/DCEO.
  • Ensure Balanced score card plans and updates for performance monitoring.
  • Develop and administer technical and wherever possible administrative policies, processes and procedures for the efficient and effective operations of the department.
  • Facilitate improvement of the departmental business processes to incorporate digital tools and processes for efficiency.
  • Assist in recruitment of departmental employees.
  • Supervise the work of employees assigned to the department thereby ensuring optimal performance.
  • Prepare and review employee performance in accordance with performance appraisal policy and procedures.
  • Monitor and evaluate the effectiveness of the department's workflows, outputs, performance and processes.
  • Participate in inter-departmental meetings and strategy sessions to guide the advancement of the work of the department.

Lead the efficiency and quality of CXC® classic qualification products

  • Ensure maintenance of the CXC® Qualifications Structure, Register and related Frameworks.
  • Lead the development of new models, frameworks and approaches for qualifications management.
  • Oversee the alignment between CXC® classic qualifications and the CXC® Skills and Competency Framework.
  • Oversee qualifications planning, mapping, development, monitoring, training, review and evaluation and related processes in accordance with approved policy and frameworks.
  • Lead the team in ensuring that qualifications resource persons, panels and committees are operating with efficiency.
  • Manage the efficiency of the digital portals and processes for qualifications management.
  • Manage acquisition and utilization of essential and survey data from the CXC® BI/Data Intelligence Gateway and other data sources for planning and performance monitoring of qualifications.
  • Lead digital or on-site quality assurance reviews of qualifications in accordance with qualifications management cycles.
  • Ensure annual, triennial or longer-range continuous improvements of qualification products.
  • Manage major and major changes (amendments) to existing qualification products.
  • Ensure design and approval of new qualification products as determined by SEC.

Lead the design, development and quality of proxy and hybrid innovation qualification products.

  • Oversee design and development of equivalency mapping, and qualification modifications with member states who opt for the hybrid or proxy innovation models.
  • Provide efficient collaboration with cross functional teams to advance the work with member states for hybrid and proxy innovation.

Lead preparation of key documents for submission to Pro-Registrar & DCEO, Executive Management, SUBSEC and SEC.

  • Manage departmental schedules for preparation of papers and reports to internal stakeholders, Council bodies and external audiences.
  • Ensure timely revisions to papers and reports as recommended by executive management and Council bodies.
  • Ensure generation of departmental data for submission to archives, planning and research personnel.

Lead training and communications with key stakeholders on new or existing qualifications and subjects.

  • Establish an annual training and communications plan to support stakeholders' sensitization and knowledge transfer of revisions, updates and other changes to qualifications and syllabuses.
  • Lead the process to ensure that departmental training and communications needs are appropriately covered in the organization's annual training schedule and communications initiatives.
  • Subject to approvals, and agreement between parties, contribute to knowledge transfer and training through consultancy and research projects related to core areas of focus as determined by the Pro-Registrar and Deputy CEO and approved by the Registrar and CEO.

Qualifications & Experience

  • A post-graduate degree (masters or doctoral) in Curriculum Studies/Development, Instructional Design or Materials Development is required. OR
  • A post-graduate degree in any other field or discipline area in which the CXC® offers syllabuses such as business, sciences, humanities, technology etc. with training and credentials in curriculum or instructional design.
  • A minimum of five (5) years' experience at a senior level in the management of administrative and curriculum functions in an educational environment.

Core Competencies 

  • Must be detail-oriented, with strong organizational and leadership skills.
  • Must possess excellent oral and written communication skills as well as excellent interpersonal skills.
  • Must be resourceful, able to take initiative and plan work in a fast-paced agile environment.
  • Ability to respond effectively in critical situations.
  • Proficiency in Microsoft Office Suite including Project Management, Word Excel, and Access.
  • Familiarity with cutting-edge synchronous and asynchronous communication tools to create digital credentials is desired.
