About the Role
The HR Manager will lead the full spectrum of Human Resources functions, ensuring smooth HR operations, compliance, effective people management, and strong HR support across projects and office teams. This role is responsible for developing HR strategies, managing talent acquisition, implementing policies, driving performance management, and fostering a productive and engaging work environment within a construction/engineering setting.
Key Responsibilities
HR Strategy & Leadership
Develop, implement, and manage HR policies, procedures, and best practices aligned with organisational goals.
Provide strategic HR support to senior management and project leadership teams.
Ensure full compliance with UAE Labour Law and company HR standards.
Talent Acquisition & Onboarding
Lead end-to-end recruitment for site and office roles across engineering, construction, and support functions.
Manage selection processes, interviews, and assessments to shortlist quality candidates.
Oversee onboarding, orientation programs, and induction for new employees to ensure smooth integration.
Employee Relations & Engagement
Act as a key point of contact for employee concerns, grievance handling and conflict resolution.
Promote positive employee relations, monitor engagement levels, and implement retention initiatives.
Support welfare programs and ensure adherence to company values and professional conduct.
Performance & Development
Manage performance appraisal cycles, KPIs, and continuous performance improvement initiatives.
Identify training needs and coordinate development programs for staff and project teams.
Ensure leadership coaching, competency development, and skills upgrading as required.
HR Operations & Compliance
Oversee payroll coordination, leave management, attendance systems, and HR data accuracy.
Manage HR documentation, personnel files, contract renewals, visa processing coordination with PRO.
Ensure compliance with labour law, health & safety standards, and construction-sector regulations.
Prepare HR reports for management including manpower planning, attrition, and organisational updates.
Manpower & Workforce Planning
Forecast manpower requirements based on project timelines and operational needs.
Collaborate with project managers and department heads for resource allocation and workforce utilization.
Support mobilization and demobilization of site staff across multiple project locations.
Policy Development & Continuous Improvement
Develop and update HR SOPs and internal guidelines to streamline HR processes.
Lead HR audits, enhance HR systems, and implement digital HR tools where applicable.
Drive continuous improvement initiatives to enhance HR service delivery.
Qualifications & Experience
Bachelors degree in Human Resources, Business Administration, or related field (Masters preferred).
710 years of HR experience, with at least 35 years in the construction/engineering industry in the UAE.
Strong knowledge of UAE Labour Law, HR operations, recruitment, and site-based HR requirements.
Experience managing diverse, multicultural teams in a fast-paced project-driven environment.
Proficiency in MS Office and HR systems.
