Responsibilities:

The Development Manager is the owner's trusted representative and integrator across both assets.

Bali (Greenfield Boutique Hotel) and Singapore (3-star Hotel Asset Enhancement)

  • Own the full development lifecycle across both projects: feasibility, concept, design management, procurement, construction, and pre opening/hand over.
  • Develop and maintain master programmes for both projects, with milestones, decision gates, and clear critical paths.
  • Provide integrated progress reporting to the owner at least fortnightly, covering programme, budget, risk, issues, and decisions required.
  • Own and manage development budgets, including cost plans, value engineering, and change control.
  • Lead consultant and contractor selection: identify, vet, recommend, negotiate, and manage architects, engineers, QS, project managers, contractors, and legal/tax advisors.
  • Ensure robust owner side governance and controls, with structured documentation, reporting, and disciplined decision making.
  • Coordinate shared advisors across both projects where efficient (legal, tax, financial).


Requirements:

  • Minimum 10 years of experience in property development, with at least 3 projects completed end to end (feasibility through opening/completion).
  • Demonstrated experience delivering completed hospitality or mixed use projects in both Singapore and Indonesia (or strong experience in one with working knowledge of the other).
  • Experience managing projects remotely across Southeast Asian markets, including building and overseeing local project teams.
  • Strong understanding of Indonesian property development: permits, PMA regulations, construction practices, and local authority processes (Bali experience highly valued).
  • Strong understanding of Singapore development and regulatory environment: URA, BCA, planning approvals.
  • Proven ability to manage multiple concurrent projects without loss of quality or attention.
  • Strong commercial acumen: ability to read and challenge financial models, cost plans, and contractor claims.
  • Fluent in English; Bahasa Indonesia proficiency is a strong advantage (or must have reliable bilingual team support).
  • Based in Singapore or willing to be based in Singapore.
