About the Role

BLR is hiring a Training Manager to lead the learning, development, and competency framework for a key Front-of-House Operations contract at a premier cultural destination in Abu Dhabi. The Training Manager is responsible for designing, delivering, and continuously improving all induction, training, and performance development programs to ensure the team consistently meets contractual KPIs, service standards, and operational requirements.

The Training Manager will oversee the full employee development lifecycle, from onboarding and induction through to ongoing training, refresher programs, competency management, and annual performance development reviews. The role is responsible for ensuring all employees, associates, and subcontractors are fully trained and deployment-ready before commencing work, while maintaining comprehensive training records and audit-ready evidence to demonstrate contractual compliance.

Working closely with the Operations Lead, Duty Managers, Client Representatives, HR, and subcontractor management, the Training Manager will ensure that all learning initiatives align with site policies, operational priorities, and evolving visitor service standards. The role will use performance data, quality audits, visitor feedback, and operational insights to drive continuous improvement, strengthen workforce capability, and support the delivery of an exceptional visitor experience.

Key Responsibilities

Training Program Development & Implementation

  • Develop, implement, and maintain a comprehensive, evidence-based training program covering all company and subcontractor staff deployed on the contract.
  • Develop and implement a full training and induction plan for all staff, covering role-specific, service-standard, health & safety, and venue-specific content.
  • Maintain a training needs analysis (TNA) by role (e.g., Visitor Service Associates, Educators, Duty Managers, Administrative Officers, Operations Lead) and update it as the operation evolves.

Induction Program

  • Own the Induction and Training Program and secure formal agreement of its content with the Client Representative.
  • Review the Induction and Training Program at minimum every 6 months; document each review, its outcomes, and re-approval by the Client Representative.
  • Ensure no member of staff—employee, associate, or subcontractor—commences work before completing induction training; maintain signed attendance and completion records as evidence.

Ongoing & Refresher Training

  • Plan and deliver further training for staff—and, where requested, client personnel—to reflect changes in site policies and procedures.
  • Monitor venue policy and SOP updates (e.g., ticketing, membership, visitor operations) and translate them into training interventions within agreed timescales.
  • Deliver refresher and upskilling programs identified through quality audits, mystery shopper results, complaints analysis, and Performance Development Reviews.

Workforce Competence & Availability

  • Maintain a live training and qualification matrix demonstrating that suitably trained and qualified personnel are available for the duration of the contracted services, including cover for leave, attrition, and peak periods.
  • Verify and record certifications and licenses (e.g., first aid, fire safety, language competencies) and manage renewal before expiry.
  • Support recruitment and onboarding by defining training prerequisites and readiness criteria before deployment to the floor.

Performance Development

  • Design and administer the annual Performance Development Review (PDR) cycle (or approved equivalent) for all contract staff, ensuring 100% completion and documented individual development plans.
  • Coach Duty Managers and the Operations Lead in conducting effective PDRs and continuous feedback.

Governance, Evidence & Reporting

  • Maintain an auditable evidence library (attendance sheets, sign-offs, assessments, certificates, review minutes, approval correspondence) supporting every training-related KPI.
  • Report monthly to the Account Manager on training KPI performance, compliance status, and forward training plans, ahead of client reporting submissions.
  • Support internal and client audits, closing any training-related findings within agreed deadlines.
  • Manage the training budget, venues, materials, and external providers.

Reporting Deliverables

The Training Manager produces the following reports.

Monthly Training & Compliance Report (Monthly): Training delivered vs. plan; induction compliance (100% pre-start evidence); KPI status per training KPI; certifications expiring; next month's plan.

Induction Completion Register (Weekly / per intake): New starters vs. induction completion and sign-off dates, cross-checked against first working day; exceptions flagged before deployment.

Training & Qualification Matrix (Monthly (live document)): Current trained/qualified status by role and shift coverage; gaps, renewals due, and remediation actions.

Induction & Training Program Review Report (Every 6 months): Review outcomes, changes made, and formal re-approval record of the Induction and Training Program.

Policy-Change Training Log (Quarterly progress; annual summary): PDR completion rate against 100% target; themes from development plans feeding the training plan.

Audit Evidence Pack (Per audit / performance review period): Collated evidence supporting all six training KPIs: sign-offs, registers, approvals, certificates, minutes.

Required Experience

Essential

  • Bachelor's degree in Human Resources, Education, Hospitality Management, or a related field.
  • Minimum 5 years' experience in learning & development, including at least 2 years managing training in hospitality, cultural institutions, visitor attractions, or facilities/managed services.
  • Proven experience designing induction and training programs in a client-contracted (KPI-driven) environment, including maintaining audit-ready training evidence.
  • Experience running performance review / appraisal cycles.
  • Fluent English, written and spoken.

Desirable

  • Recognized L&D or training qualification (e.g., CIPD, ATD, train-the-trainer certification).
  • Arabic and/or French language skills.
  • Experience in premium visitor experience or cultural destination environments in the UAE/GCC.

  • 100% of staff inducted prior to the first working day, with complete evidence records.
  • Induction and Training Program reviewed and client-approved within every 6-month window.
  • Training-related contract KPIs achieved at each performance review period, with zero evidence-related audit findings.
  • 100% annual PDR completion with documented development plans.
  • Policy-change training delivered within agreed timescales of each operational policy or procedure update.

Working Hours & Location

  • Schedule: Working 5 days per week, with flexibility to support operational requirements, seasonal programming, public holidays, special events, and emergency operational needs.
  • Presence: Regular presence across the destination and its operational facilities.
  • Location: Abu Dhabi, United Arab Emirates.
