The role holder will support the end-to-end screening and allocation of business applications for industrial land, Ready Built Factory (RBF) and other premises under BEDB's purview, ensuring applications are properly assessed, coordinated and processed in accordance with established requirements and allocation considerations. The role supports both business application assessment and site/premises allocation, including applicant engagement, information verification, site assessment, inter-agency coordination, documentation, and monitoring.

Roles & Responsibilities:

1. Business Application Assessment

  • Receive, screen and process business applications through the designated online system (InsiteAPS) and/or other approved channels.
  • Review applications and support information for completeness and compliance with applicable requirements.
  • Liaise with applicants to obtain clarification or additional information where required.
  • Coordinate with relevant Government agencies and internal teams to obtain information required for application assessment.
  • Identify application of issues or discrepancies and support the preparation of recommendations for consideration to the Management Committee (ManCo).
  • Provide secretariat support for land-related meetings, committees, and allocation activities.
  • Prepare agendas, minutes, correspondence, reports, briefing notes, and presentations.

2. Site & Premises Allocation

  • Support the assessment and allocation of suitable industrial land, RBF (Ready Built Factories), or other available premises based on business requirements, site suitability, zoning, and applicable guidelines.
  • Review relevant site information and Site Development Plans applicable.
  • Participate in site visits and site assessments when required.
  • Coordinate with relevant internal ISM teams and external stakeholders on allocation and site-related matters.
  • Monitor and follow up on allocation of matters and agreed actions.

3. Applicant & Stakeholder Engagement

  • Attend meetings and engagements with applicants, existing/potential tenants, and relevant stakeholders.
  • Provide applicants with appropriate guidance on application and allocation processes.
  • Handle enquiries through meetings, telephone, online channels, or correspondence in a timely and accurate manner.

4. Team & Operational Support

  • Work closely with other teams within Industrial Site Management and relevant BEDB departments to facilitate the application-to-allocation process.
  • Support continuous improvement of application assessment and allocation processes.
  • Carry out other relevant duties as directed by the Business Application & Allocation Lead and/or Director.

Minimum Requirements:

  • Bachelor's degree in Business, Management, Economics, Public Administration, Urban Planning, Real Estate, Engineering, or a related discipline.
  • At least 3 years of relevant experience in business assessment, land administration, property management, customer service, regulatory compliance, or stakeholder engagement is an advantage.
  • Knowledge of industrial land management, zoning requirements, masterplans, or BDSIC (Brunei Darussalam Standard Industrial Classification) is an advantage.
  • Strong analytical skills with the ability to review applications, assess information, and identify issues or discrepancies.
  • Excellent communication, stakeholder engagement, and relationship management skills.
  • Strong written communication skills, including report writing, meeting documentation, and official correspondence.
  • Highly organised with strong attention to detail and the ability to manage multiple priorities.
  • Proficient in Microsoft Office applications and digital systems.
  • Ability to work independently and collaboratively in a fast-paced environment.
