Mission

  • Ensure execution of head office activities related to pre-commissioning, commissioning, start-up, test run, training, maintenance engineering, operations, and plant handover to the Client
  • Ensure compliance with contractual requirements and project objectives in terms of safety, quality, budget, and schedule
  • Ensure full compliance with HSE requirements and established site procedures
  • Meet project cost and schedule targets
  • Take overall responsibility for commissioning, operations, and maintenance activities

Key Responsibilities
Commissioning & Start-up Phase
Ensure HSE procedures are available and applied across all activities
Participate in safety walkdowns and incident investigations
Participate in Pre-Start-Up Safety Reviews (PSSR)
Prepare and issue Pre-Commissioning, Commissioning, and Start-up progress reports
Coordinate commissioning, start-up, and operations activities across all stakeholders
Ensure adherence to schedule and budget (home office and site)
Participate in risk and opportunity meetings
Ensure competency development and training of team members
Support plant handover process and prepare commissioning dossiers
Capture and transfer lessons learned to head office

    Operation Phase
    Ensure safe and efficient plant operations
    Maintain strong client relationships
    Implement and maintain Safety Management System (SMS)
    Implement planned maintenance systems for production equipment
    Organize and support SMS audits (internal and external)
    Ensure statutory inspections and classification surveys are executed
    Ensure compliance with IMO, SOLAS, ISPS Code, MARPOL and other regulations
    Ensure ISM compliance related to safety and pollution prevention
    Monitor and control operational costs and support budget management
    Review financial forecasts and implement corrective actions
    Monitor equipment performance and initiate corrective measures
    Evaluate staff performance and support development
    Coordinate technical support with clients, vendors, contractors, and internal teams
    Supervise subcontractors and logistics operations
    Review subcontractor performance and compliance
    Support staffing and organizational planning
    Support emergency response coordination with corporate and client teams
    Ensure compliance with class rules and flag state regulations
    
    Pre-Operation Phase
    
    Support HSE Manager in preparation of HSE plans and procedures
  • Prepare commissioning, start-up, and test run plans
  • Review contractual documentation and identify risks and opportunities
  • Review operating manuals and test procedures
  • Define isolation procedures (mechanical, electrical, process)
  • Define commissioning sequences and priorities
  • Support project scheduling and planning activities
  • Coordinate vendor and licensor schedules for commissioning phase
  • Support subcontracting strategy and prepare technical specifications
  • Ensure readiness of facilities for safe operation and maintenance
  • Coordinate crew training and HR onboarding
  • Ensure availability of materials, spare parts, and consumables prior to commissioning
  • Monitor inventory and logistics readiness
  • Maintain and update operational and safety documentation
  • Cooperate with HSE team in all SMS-related activities
