Rig Superintendent OIM Role Description

Mission

Take command of the offshore drilling rig (Jack up, Temporary Utility Barge) according to International Conventions/Regulations, Flag State requirements and local regulations, implementing safety/environmental policy of the Company
Act as Safety leader of the offshore drilling rig and ensure compliance with international/local laws as well as Flag State, Class requirements, International Conventions and Company policies
Act as fully conversant with ISM Code (and/or SOLAS)
Act as fully conversant with MARPOL
Act as the Ship Security Officer as defined in the ISPS Code. Apply all the Codes requirements
Apply MLC2006 requirements
Act as OIM as defined in IMO resolution A. 1079 (28)
Organize drilling, well completion, work over activities in accordance with Client programs, Company procedures, contractual requirements
Manage the operations of the offshore rig ensuring the well program is carried out in a safe, efficient and productive manner

Tasks

Implement and maintain the Company SMS and ensure that all crew observe company policy and standing order
Ensure all activities are carried out according to State, Class, Flag and client requirements, including accidents reporting and dangerous occurrences
Ensure adherence with project and Company plans, liaise with proper shore office department for the review of the operation manual, following of changes to equipment or standard operating procedures and reports unsafe act/conditions and other issues with implications for safe operation and navigability in compliance with company SMS
Ensure that on board training and drill program is prepared in due time as directed by Company and SOLAS/relevant requirements, monitor all person embarking/dis-embarking the vessel and maintain personnel on board (POB) records, ensure that the crew meets the requirements as per safe manning document issued by the flag administration and STCW Code
Maintain appropriate log and record certifications in accordance with State, Class, Flag, ISM, ISPS, MLC2006, SOLAS, MARPOL, relevant statutory and client requirements
Be safety minded during all works and behaviours, use compulsory protective equipment and ensure the same for subordinates
Actively participate to HSE inspections/audit on the rig site
Call for / lead investigations in case of serious incidents
Be responsible for ensuring correct rigging/lifting equipment certification management/traceability is performed in line with applicable requirements
Ensure that all documents of SMS are constantly kept dates and take actions in order to ensure that actual requirements are maintained at all times
Be well-informed about environmental aspect on site, full knowledge of Company environmental procedures, applying them and promoting their implementation Verify proper housekeeping is maintained on the rig site
Monitor that the personnel assigned on drilling project has sufficient competences and notify the training needs
Ensure the proper management of personnel rotation and working hours optimization
Ensure the proper management of personnel through communication, performance and skill evaluation and know-how transfer
Ensure that the non-productive time of the rigs is limited up to a certain targeted level
Guarantee the good execution of drilling program supplied by the Client and notify timely any possible technical issues
Be well-informed about the established well control and drilling operational procedures through a proper drilling know-how and IWCF or IADC certification
Ensure that the Asset Management Operative System (AMOS) is rigorously implemented, in order to survey, test and maintain all rig machinery/equipment, including Emergency and Safety systems in accordance with statutory, class, Flag state, company requirements and standards
Verify that the maintenance routines of drilling equipment/assets are appropriate and guarantee an efficient performance of drilling activities
Liaise on behalf of Comapny with the Rig site Client representative on site regarding day-by-day operations and interpretation of contract for any downtime
Liaise with the Rig Site Client's representative as far as concerns well program definition and day-by-day operations
Ensure reporting routines are fulfilled
Issue hand-over reports to own relieve and copies shore based management as per distribution list
Cooperate with the rig site personnel in performing rig moving activities by supervising the work
Implement necessary actions to maintain the warehouse value up to a certain targeted level
Verify that the stock level of spare parts and consumables for the drilling equipment on the rig within remit are kept at an appropriate level
