The Data Governance Officer is responsible for leading the implementation and ongoing management of the data governance framework across all ADL locations. This role will work closely with both technical and business teams to ensure that data is properly governed, compliant with relevant regulations, and optimized for business use. The Data Governance Officer will be instrumental in managing data quality, security, privacy, and accessibility across the organizations systems and platforms. This role is also required to assist and support the Head of Risk and Compliance in instilling, strengthening the culture of compliance in line with the Axiata Group and its subsidiaries.

Key Responsibilities:

  • Data Governance Framework: Lead the development, implementation, and continuous improvement of the organizations data governance framework, ensuring alignment with business objectives and practices.
  • Policy & Standards Development: Define, document, and enforce data governance policies, procedures, and standards for data quality, consistency, security, and privacy in line with organizational needs, industry regulations and Axiata Group guidelines.
  • Cross-Functional Collaboration: Work with internal stakeholders (data engineers, software developers, product managers, business analysts, legal, compliance, and IT teams) to ensure consistent and efficient data governance practices across the company's process lifecycle. Liaise with Axiata Group and its subsidiaries on Group based requirements.
  • Data Quality Management: Oversee data quality initiatives, including monitoring and auditing data accuracy, completeness, and consistency across the software systems, and taking corrective actions as needed.
  • Compliance and Risk Management: Ensure that data governance practices comply with legal, regulatory, and contractual data privacy and protection requirements (e.g., GDPR, CCPA, HIPAA) and proactively manage any data governance risks.
  • Data Security & Privacy: Collaborate with IT security and legal teams to implement and enforce data security protocols, protect sensitive data, and ensure privacy policies are followed across all platforms.
  • Training & Awareness: Design and deliver training programs to raise awareness and promote best practices for data governance across the organization. Conduct Axiata Group mandatory trainings to all staff
  • Data Governance Tools & Technologies: Evaluate, implement, and manage data governance tools and technologies to support data management, quality control, and compliance processes.
  • Metrics & Reporting: Define and monitor data governance performance metrics, providing regular reports and updates to senior management, Risk and Compliance Management Committee (RCMC), Board Risk and Compliance Meeting (BRCC) on the state of data governance, key issues, and improvement efforts.
  • Change Management & Continuous Improvement: Lead change management initiatives to continuously improve the data governance framework, ensuring the company adapts to new technologies, regulatory changes, and evolving business needs.

Skills & Qualifications:

  • Educational Background:
    • Bachelor's degree in Computer Science, Information Technology, Data Science or a related field.
    • Relevant certifications (e.g., Certified Information Management Professional - CIMP, Certified Data Management Professional - CDMP) are preferred.
  • Experience:
    • 5+ years of experience in data governance, data management, or a related field, ideally within the software or technology industry.
    • Experience in managing and optimizing data governance for software systems and products.
  • Strong understanding of data privacy laws, regulatory requirements, contract law and experience ensuring compliance in a technology context.
    • Experience with data management and governance tools (e.g., Collibra, Informatica, Alation).
  • Technical Skills:
    • Familiarity with software development and data architecture, including databases, data warehouses, cloud platforms, and API integrations.
    • Knowledge of data governance and data quality tools and technologies.
    • Understanding of data privacy and security principles, particularly in relation to SaaS or software-based environments.
    • Ability to leverage data analytics and reporting tools for tracking governance metrics.
