As the MERL Lead, you will play a pivotal role in shaping the organizations impact measurement, evidence generation, and learning agenda. This role is ideal for someone who thrives at the intersection of public health research, policy advocacy, and operational excellence. You will lead evidence-based updates to theories of change, design high-impact research protocols, and ensure that our health programs deliver measurable, sustainable results.

This role provides a unique opportunity to work with state and central-level government stakeholders, lead cutting-edge public health research, and influence policy-making at scale for a 10 year old non-profit and leading digital public health partner.

Location: Delhi / Jaipur

Requirements:

- PhD-level training (or equivalent) in public health, economics, operational research, implementation research, or biostatistics

- Proficiency in systematic reviews, evidence gap-map analysis, evidence-based theory of change design, qualitative study design and analysis, retrospective and prospective cohort study design and analysis, randomized controlled trial design (simple, cluster, interrupted, digital twin) and analysis, quasi-experimental study design and analysis, spatial and spatiotemporal analysis, cost benefit and effectiveness study design and analysis, technical grant writing, IRB protocol management

- Experience in evidence-based public health intervention design for a state in India for any health program

- Experience in performing analysis of a public health program with more than 100,000 individual-level observations

- Experience in disseminating findings from the analysis of a public health program with state or central-level government stakeholders

- At least 10 years of working in the public health domain in India

Responsibilities:

- Driving evidence-based updates to the organizations and project-specific theories of change

- Defining and updating specific, measurable, achievable, realistic, and time-bound impact KPIs linked to the ToC inputs and activities, in coordination with health program directors

- Ensuring appropriate steps for regulatory approval for research-related activities

- Establishing baseline levels for impact KPIs through secondary data collection from policy-makers and through the design and validation of primary survey instruments

- Establishing protocols for real-time monitoring of impact KPIs and feedback towards relevant internal teams and external stakeholders (including development agencies and government officials)

- Linking evidence to recommendations for changes in intervention design and/or deployment

- Demonstrating, disseminating, and advocating for scale-up for areas where our inputs, activities, and interventions have improved impact KPIs

- Linking impact to pay-for-performance funding opportunities for sustainable organization growth

- Recruiting and developing internal capacity for essential M&E skills for cross-functional teams

- Serving as a nodal point for research collaborations

- Conducting regular field visits for evidence generation
