Responsibilities:

1. Finance and Accounting

1.1. Organizational Financial Planning and Management

  • Lead strategic financial planning and management, strategic risk management, business process management and systems, and compliances with the Executive Director as a thought partner and lead the Finance team
  • Act as a business partner to other functional directors/programs managers and provide timely financial advice that promotes appropriate decision making
  • Lead planning, budgeting, and resource allocation while working closely with the Executive Director and Leadership Team in a highly proactive manner
  • Ensure proper budget monitoring, reporting, and communicating internally within the organization and externally with donors and government authorities as required by statutes/regulations
  • Ensure financial policies and procedures setup are managed and updated in close coordination with donor controllers; effectively manage and support sound financial practices in coordination with donors
  • Own and drive periodic financial reporting including month-end and year-end closing processes and donor reports while ensuring accurate and timely submissions
  • Maintain uniformity in Chart of Accounts with the organisation and donors Charts of Accounts
  • Manage the country treasury function (cash, bank, receivables and payables) and ensure adequate resources availability for both administrative and programmatic spending
  • Review the general ledger and submit adjustments journal to donors on monthly basis; manage local payments and process wire requests to donors
  • Safeguard organizational assets including carrying out physical verification of assets through appropriate systems and teams

1.2 Grant Financial Management

  • Ensure rigorous oversight of partners through periodic assessments of financial and administrative ability and reviews of accounts and ledgers, and in collaboration with program teams assist in building their capacity to develop strong financial systems/controls
  • Prepare quarterly financial reports as per the norms defined by individual program donors and ensure timely submission of donor reports for review
  • Co-ordinate and oversee the analysis of partner monitoring reports and implement appropriate measures

1.3. Personnel Accounts Management

  • In close partnership with the teams, review payrolls and validate employees payroll and benefits by owing and driving related processes
  • Ensure compliance with returns/submissions that, inter alia, include TDS and PF returns, TDS certificates, and PF deposits to appropriate authorities

1.4. Policy Compliance and Risk Management

  • Build and implement a comprehensive organizational risk management plan covering identifying, assessing, responding, mitigating, and monitoring of various types of risk
  • Ensure compliance with organizational fiscal policies by conducting periodic and thorough reviews with the ED

2. Statutory and Regulatory Compliances

  • Coordinate statutory audits, donor audits, and undertake appropriate measures to ensure compliance and remediation
  • Lead development of action plans based on both external and internal audit recommendations and monitor progress on achievements
  • Ensure compliance with FCRA, FEMA and other regulatory provisions for registered and non-profit entities
  • Diligently discharge duties and responsibilities of Company Secretary for the Company to include working closely with the Board to coordinate meetings, AGMs, preparation of agenda, recording of minutes, Board approval and requisite filings
  • Ensure regulatory compliances with Reserve Bank of India, Registrar of Companies, Income Tax Department, and Ministry of Home Affairs, and other relevant authorities
  • Work closely with the auditors for issues related to Companies Act, Income Tax Act, Foreign Contribution Regulatory Act, and Reserve Bank of India
  • Coordinate with the attorneys for compliance with labor laws and other legal matters
  • Diligently manage local establishment laws and regulations

3. Procurement and Contracting

  • Review MOU/MOA/ agreements/independent contracts and process approvals in coordination with donors
  • Execute leases and contracts for office space and supply of good and services
  • Ensure compliance with internal procurement policies and guidelines and review procurements to ensure value for money consideration
  • Assist ED/Program Managers in processing exceptional approvals
  • Ensure procurement policies and procedures setup are managed and updated in close coordination with donor controllers; effectively manage and support sound procurement practices in country in coordination with donors
  • Co-manage key vendor relationships in collaboration with programme leadership

4. Office Administration

  • Ensure regular office services are available at all the times and provide logistics/IT/admin support to the programs/support teams
  • Support and collaborate with organisation Leadership for corporate events including meetings and global summits
  • Maintain inventory and fixed assets registers and validate vendor claims/inventory report prepared by office manager
  • Act as the focal Security & Safety person in India

Qualifications:

  • Masters in Business Administration with specialization in Finance from a top business school and a Chartered Accountant with minimum 15 years of experience out of which minimum 5 years of experience at senior level in a reputed company or international development agency.
  • A company secretary qualification along with CA will be an added benefit.
  • Excellent knowledge of MS Excel, PowerPoint, Word and other Office Suite applications
  • Excellent Knowledge of Tally ERP Accounting Software (9.3), QuickBooks, and Agresso.
  • Highly sound theoretical and practical understanding of Indian GAAP and laws governing Non-Governmental Organizations in India
  • Experience of having worked in large, international development sector organizations.
