Position Summary

The Senior Manager - Public Finance will serve as the subject matter expert on municipal financial management, leading critical workstreams related to financial accountability frameworks, national-level municipal accounting reform, and large-scale digital transformation of public finance systems in Urban Local Governments (ULGs). The role offers significant exposure to senior government counterparts, policy leaders, and ecosystem stakeholders.

Key Responsibilities

1. Lead Work on Financial Accountability

  • Drive the institutions financial accountability agenda across ULGs.
  • Lead the revision of municipal financial management and accounting frameworks, including the development of modernized standards.
  • Design a national roadmap for digitalization of public finance management systems across ULGs.
  • Develop evidence-based policy recommendations, reform blueprints, and implementation strategies.
  • Work closely with senior officials across union ministries, state departments, oversight institutions, and ULGs to co-create and socialize reform plans.

2. Policy Research, Thought Leadership & Advocacy

  • Produce high-quality policy briefs, research reports, technical papers, and advocacy materials.
  • Contribute to shaping national and state-level discourse on municipal finance reforms.
  • Translate technical insights into accessible communication for diverse audiences' government, funders, civil society, and media.
  • Represent the institution in ecosystem engagements, working groups, and sector convenings.

3. Team Leadership & Institutional Excellence 

  • Mentor and guide researchers, analysts, and associates working on public finance projects.
  • Uphold strong operational standards across project design, delivery, documentation, and stakeholder management.
  • Contribute to strategic planning, performance reviews, and internal governance processes.
  • Strengthen institutional knowledge systems, capacity development, and cross-team collaboration.
Qualifications and Experience
  • Master's degree in public policy, Economics, Public Administration, Development Studies, Digital Technology, or related fields from reputed institutions.
  • 8 - 12 years of experience in Municipal Finance, Public Finance Management, Public Sector Consulting, Gov-tech, Digitalization of Public Finance, or related domains.
  • Proven expertise in fiscal decentralization, municipal accounting, revenue and expenditure management, and digital transformation in government systems.
  • Ability to mentor young professionals and foster high-quality project delivery.
  • Language: Excellent English (written and spoken) required; proficiency in additional Indian languages is a plus.
