DUTIES AND RESPONSIBILITIES:
PRIMARY RESPONSIBILITIES
- The HR and Admin Manager provides Employee Services and oversees various functional areas, such as recruitment, employee relations, benefits, and training. They also resolve HR-related issues for clients, stakeholders, and subcontractors to achieve performance goals and maintain customer satisfaction. The manager also manages contracts with service providers such as rentals and subcontractors, security, HMOs, insurance, and others.
- Ensures implementation of rules and regulations and facilitates resolution and documentation of incidents for continuous development.
- Review and implement guidelines formulated by the Company Labor Relations to ensure coherence with existing company policies and pertinent laws.
- Work with line management, managers, the Labor Relations Unit, and employees to address all types of employee-employer relation matters, as well as Labor Relations Disciplinary issues and Compensation & Benefits.
- Assess TNA and collaborate with the Learning and Development Unit team to organize appropriate training sessions on developing skills to manage human resources more effectively through coaching, instruction, and training.
- Proactively initiates efforts to meet workforce requirements of human resource business partners promptly in support of the organization's needs.
- Calibrates with cross-functional teams for the responsibilities and required qualifications for
the right people in the team and quickly communicates to a socially diverse community through screening, conducting orientations, and counseling.
- Manage HR Field Administration Personnel in the implementation of company policies and procedures.
- Organizes subordinates in the proper execution of duties and responsibilities through meetings to enhance efficiency and coordination with their assigned jobs.
SPECIFIC RESPONSIBILITIES
Coordinates regularly with the Heads and employees of the assigned business group/units/division to gather, discuss, provide, and offer solutions to their needs related to their human resources, specifically:
Recruitment and Services / Talent Acquisition
- Assist the recruitment office with employee sourcing, screening, qualifying, and placement in accordance with the employment standards set and agreed upon with the hiring unit. Provide performance feedback and coaching. Monitor team members' development and training needs.
- With your valuable assistance, we can ensure efficient forecasting and pipeline management for our division heads and Management Committee (Mancom). Your contribution to this task will help us achieve our goals and drive success for our organization.
- Assist the recruitment unit with proper documentation of employee hiring and ensure that employees hired are physically and mentally fit and covered by the employment contract.
- Provide management, direction, coaching, feedback, and, where appropriate, discipline to subordinate team members.
- Evaluate all Manpower Requisitions, ensure approval before hiring, conduct job offers to successful candidates, and monitor compliance with pre-employment requirements.
- Ensure prompt and timely reports on employee active/demobilized manpower and new hires to payroll.
- Verifies the effectiveness of new hires if the match is deemed successful or otherwise calibrates with cross-functional teams for the responsibilities and requires qualifications for the right people in the team.
- Please assist the supervisor in reviewing and assessing contracts to ensure accurate salary rates and complete data, verify that the employee has met all other requirements, and sign the necessary documents. Additionally, please prepare a memo addressing any issues related to non-receipt of salary, rate adjustments, and validation of PR before hiring and mobilizing the applicant.

- Reports monthly accomplishment insurance coverage
- Collaborate with the Medical Unit for Health & Wellness Programs in the Office & Project Site.
- Assist employees with compensation and benefits queries, grievances, and concerns related to company projects.
- Assist the Compensation and Benefits (CompBen) department in preparing site memos for holidays or special holidays declared by Malacañang. Monitor proper holiday payments for employees.
- Assist Compben in reviewing and evaluating all employee projects for clearance, transfer, merit increase, and resignation endorsements.
- Approved staff requisition of leaves, data correction, and duty requests through HRIS/Payroll system.
Corporate Training, Office Services, and Field Administration
- Conduct a Training Needs Analysis (TNA) to prioritize the training needs of the assigned division and units and assist the Corporate Training/Learning and Development Unit in developing training and programs.
- Coordinates with Corporate Learning Units to deliver training solutions, programs, and development management strategies.
- Disseminate information regarding upcoming training programs and engagement activities and, if necessary, organize training and events specific to the business group and units.
- Prepares internal memos for site instructions or any special announcements given by the general manager or HR director.
- Ensure the Conduct of the Project Orientation Program and ensure all employees are equipped with Company Rules and Regulations and/or Company Policy Manual.
- Coordinate and Collaborate with Corporate Learning/Training and Development Unit to administer Company Training and Development Programs or Job Training, Events, and Recreation Programs.
- Establish good rapport and PR with all Stakeholders and local government units (LGUs).
- Supervises the activities of the Project Site Canteen Operations, Concessionaire performance, Staff house/Barracks, Warehouse, and Site clinic in accordance with Company Policies and procedures and conducts regular tours and audits.
Employee Relations, Labor Relations and Services
- Assist the Employee Relations/Labor Relations in the conducting of preliminary investigation of administrative cases and sit a committee at administrative hearings.
- Implementation of company policies and procedures, rules and regulations, and code of business conduct over the Operations Center that is being handled.
- Support the Labor Relations Unit on the management of disciplinary and grievance issues.
- Review project employment and working conditions to ensure legal compliance and conduct quarterly GLS among project subcontractors.
- Facilitates collaborative problem-solving strategies to resolve employee relations issues through effective communication with all levels of employees and management
- Maintain database employee profiling/records according to standards and legal requirements and enforcing sensitivity and confidentiality with employee personal data.
- Ensure that staff prepares and submits statutory reports to government agencies or coordinates with the Employee Relations and Labor Relations Unit.
- Provide assistance to the Employee Relations (ER) Unit in coordination with employee events and encourage the attendance and active participation of the members/staff.
- Closely coordinated with the ER unit and Operations Center for all the Corporate Social Responsibility (CSR) events and programs of management, LGU, and NGOs.
Organization Development and Strategies
- Assist the Division Heads in any Initiative and Best Practice related to company processes and procedures for streamlining and digitalization.
- Assign & monitor Manpower requirements based on the Manpower schedule of Projects.
- Conducts internal audit through regular project site visits in compliance with the Integrated Mgt. System (IMS) and ISO standards in coordination with the Division Heads to ensure maintenance, update, and complete documentation in compliance with the standards.
- Assist the Division Heads in the execution of Company Strategic planning and KRA.
- Validates correctness, accuracy, and completeness of employees' compliance with the Performance Evaluation and assists in the performance management process in accordance with employees' recommendations, Promotions, and Merit Increases.
- Implement and evaluate succession and career development plans in the company.
- Evaluate and assist with the preparation and approval of Manpower Requisitions and Projects Table of Organization and work closely with Talent Management before any hiring is consumed.
- Prepares and regularly submits the HRAD reports monthly and quarterly to the division head / general manager.
- Stringent implementation of HRIS, SAP ByD, Dynamics 365, Docusign, and online document monitoring across Arky Projects.
- Supervise Projects Field Administration team activities to achieve target key performance indicators and service level by executing resource planning to ensure staff availability and performance.
- Provides insights and intelligence to Division Heads and Management with respect to trends, best practices, and opportunities.
- Responsible for the management of all activities related to the development of staff personnel through continuous conduct of technical training and management development courses/programs.
- Evaluates training needs of managerial, supervisory/technical, non-supervisory, and clerical personnel.
- Organizes and conducts relevant programs and administers post-training evaluations of performance.
