Scope of Task: The Submarine Combat System Program within the Capability Acquisition Sustainment Group, Department of Defence supports the operational readiness of Australia’s fleet of Collins Class Submarines in defence of Australia’s national interests. The Collins Submarines Program performs a range of support functions that ensures that critical outputs are met, whist working to tight, operationally driven timelines. This is an exciting and fast-paced area to work in, while contributing to and ensuring that the ongoing capability of Australia’s submarine force of the Royal Australian Navy and the Australian Defence Force is maintained.
The Collins Submarines Program requires the services of an Advanced Level 3 Project Management Support role to assistance SEA1439 Ph6 (Collins Sonar Capability Assurance Program). SEA1439 Ph6 is a major capital project scoped to treat sonar system obsolescence on the CCSMs, remediate capability gaps and provide ongoing capability assurance. This includes the upgrade of the sonar systems in the Collins Class Submarines through replacement and/or improvement.
This RFQTS seeks quotations from Service Providers to provide a Level 3 Advanced Practitioner within the Project Management Support skillset for a Not to Exceed price, on a time and materials basis. The Specified Personnel is required for 6 months from 05 Oct 20 to 05 Apr 21. The RFQTS also includes possible extension options for a period or periods of up to 12 months in the aggregate. The Specified Personnel will be required to work at Commonwealth premises in Russell, ACT on a full time basis.
The Project Management Support role will need to possess a flexible approach and work collaboratively with the Commonwealth and the other service providers contracted to the Commonwealth. The Project Management Support position will be required to work with and take into account contributions and feedback provided by Commonwealth and other stakeholders in the development of deliverables.
Under limited direction and consultation with the Tranche 2 Project Manager or Capability Representative, the Specified Personnel will be required to undertake Project Management Support tasks for SEA1439 Ph6. While the Project will consider specialist advice from the Specified Personnel; the Project expects the functions and tasks may include but are not limited to the following:
• Developing government approval documents including project strategies, plans, cost models and schedules.
• Monitoring progress against project schedule.
• Developing and coordinating communication with stakeholders and industry, e.g. through drafting briefs, letters and reports
• Providing input to, and taking and managing minutes from meetings.
• Other project management related tasks.
Deliverables:
The Project Management Support is expected to deliver the following:
• develop draft plans and documentation necessary to support Government Approval process in accordance with capability’s schedule;
• develop and update an Project Plans in accordance with project schedule;
• provide Monthly Progress Reports (see below);
• provide signed minutes from meetings in a timely fashion;
• provide briefings and information sessions as required to the project office or stakeholders;
Monthly Reporting
The Specified Personnel will provide monthly reports for work in support of SEA1439 Ph6 Tranche 2 which will be the mechanism to provide the basis for work to be undertaken in the following month and to advise management on the progress to date, issues noted and proposed solutions for implementation.
The monthly report shall include, at a minimum:
• progress against each activity and deliverables for the month;
• expected completion date for each activity and deliverables;
• any issues still requiring action and new issues identified during the month;
• strategy to close out identified issues;
• status of issues identified;
• risks identified, their impact and the mitigation strategy proposed;
• actions recommended by the service Provider to the Commonwealth, including where necessary, analysis and justification of any proposed actions.; and
• planned tasks for the next month.
The Contractor shall provide one (1) soft copy of the Monthly Report that meets the requirement of this contract by the last working day of each calendar month, for either the period since the commencement of the contract (for the first Monthly Report), or for the period since the delivery of the previous Monthly Report (for all subsequent Monthly Report), unless otherwise agreed by the Commonwealth. The Monthly Report and any documentation (identified in Deliverables) in a format as determined by the Project Manager.
