Job Summary

The Finance Manager is responsible for managing the companys financial planning, accounting, budgeting, and compliance functions. Within a pharmaceutical manufacturing environment, this role ensures effective cost control, accurate financial reporting in line with regulatory requirements, and strong financial support to production, quality, and commercial operations.

Main Responsibilities

Financial Management & Reporting

  • Prepare and review monthly, quarterly, and annual financial statements.
  • Ensure accurate accounting records in compliance with IFRS and Cambodian accounting standards.
  • Manage cash flow, working capital, and banking relationships.
  • Monitor financial performance and provide variance analysis with recommendations.

Budgeting & Cost Control

  • Develop annual budgets and rolling forecasts.
  • Monitor manufacturing costs including raw materials, packaging, labor, and overhead.
  • Analyze Cost of Goods Manufactured (COGM) and Cost of Goods Sold (COGS).
  • Implement cost optimization initiatives without compromising GMP and quality standards.

Inventory & Manufacturing Finance

  • Oversee inventory accounting for raw materials, WIP, and finished goods.
  • Ensure proper stock valuation, expiry tracking, and provisions for obsolete or expired items.
  • Collaborate with Production, QC, and Warehouse teams to maintain inventory accuracy.
  • Support production planning through financial analysis and insights.

Tax, Audit & Compliance

  • Ensure compliance with Cambodian tax regulations (VAT, withholding tax, corporate income tax).
  • Coordinate internal and external audits.
  • Liaise with tax authorities, auditors, and relevant regulatory bodies.
  • Maintain complete financial documentation for audits and inspections.

Internal Control & Risk Management

  • Establish and maintain strong internal controls and financial policies.
  • Ensure proper segregation of duties and fraud prevention measures.
  • Review finance, procurement, and inventory SOPs from a financial control perspective.

Management Support & Strategic Planning

  • Provide financial analysis to support pricing, tenders, and investment decisions.
  • Conduct profitability analysis by product and customer.
  • Support strategic planning, business expansion, and capital expenditure evaluation.

Team Leadership

  • Supervise, coach, and develop finance and accounting staff.
  • Ensure timely month-end and year-end closing with accurate reporting.
  • Promote ethical standards, confidentiality, and professional financial practices.

Main Requirements

  • Bachelors degree in Finance, Accounting, or a related field.
  • Professional qualification such as ACCA, CPA, or CMA is highly preferred.
  • Minimum 3–5 years of experience in finance or accounting.
  • At least 2 years in a managerial or supervisory role.
  • Experience in pharmaceutical manufacturing, FMCG manufacturing, or other regulated industries is a strong advantage.
  • Strong knowledge of manufacturing costing and inventory management.
  • Solid understanding of Cambodian tax and regulatory requirements.
  • Proficiency in accounting software and ERP systems.
  • Advanced Excel and financial analysis skills.
  • High integrity, strong attention to detail, and confidentiality.
  • Effective leadership, communication, and problem-solving abilities.
