Job Summary

Our client is an International Commercial Bank seeking a highly experienced and strategic professional to lead its Foreclosures function within the Collections division. The role is responsible for strengthening end-to-end credit lifecycle management through disciplined recovery, repossession, asset realization, and foreclosure governance processes.

The Head of Foreclosures will oversee foreclosure and repossessed asset sale management across Retail, Business Banking, and Commercial Banking portfolios. This role carries strong accountability for recovery outcomes, regulatory compliance, governance, and balance-sheet protection while maximizing recovery value from repossessed assets.

Main Responsibilities:

Foreclosure & Recovery Management

  • Lead end-to-end foreclosure and repossessed asset sale management.
  • Maximize recovery values from repossessed assets and collateral exits.
  • Ensure timely liquidation within legal and regulatory frameworks.
  • Coordinate foreclosure activities across Retail, Business, and Commercial Banking portfolios.
  • Manage asset valuation, re-valuation, and pricing strategies.
  • Oversee disposal execution through auctions, negotiations, and broker-led sales.

Governance & Compliance

  • Ensure strong governance over foreclosure processes and disposal methods.
  • Maintain compliance with legal, regulatory, and internal policy requirements.
  • Monitor reputational, conduct, and operational risks related to asset sales.
  • Coordinate with Legal, Credit, Collections, and External Recovery Partners.

Portfolio & Recovery Optimization

  • Monitor recovery cash flows, write-off outcomes, and portfolio performance.
  • Support balance-sheet protection and capital impact management.
  • Drive recovery efficiency and improve foreclosure execution processes.
  • Establish disciplined controls and reporting frameworks for asset recovery activities.

Main Requirements:

  • Bachelor's degree in Finance, Banking, Business Administration, Law, or related field.
  • Minimum 12–15 years of experience in Collections, Recovery, Foreclosure, or Asset Management within banking or financial services.
  • Strong understanding of foreclosure processes, repossession management, and collateral disposal.
  • Experience managing Retail, SME, and Commercial Banking recovery portfolios.
  • Good knowledge of legal and regulatory frameworks related to foreclosure and asset sales.
  • Strong analytical, negotiation, and stakeholder management skills.
  • Proven leadership experience with strong governance and risk management capabilities.
  • Experience in the Cambodian banking market is highly preferred.
