Our client, a newly established organization, is leading a significant data collection project in Phnom Penh aimed at enhancing sustainability, cleanliness, and ecological efforts. They are seeking an experienced and dynamic Chief Operations Officer to oversee the successful execution of this initiative.
Position Overview:
The COO/Project Manager will be responsible for the strategic planning, execution, and operational management of the large-scale data collection project. This includes leading a team of up to 200 field staff and ensuring timely and efficient delivery of high-quality results.
Key Responsibilities:
- Field Force Management:
- Lead the recruitment, training, and management of field staff.
- Implement and optimize operational processes for efficient data collection.
- Provide leadership and performance management to field teams, ensuring adherence to project standards.
- Project Planning & Execution:
- Develop and manage project timelines, budgets, and resource allocation.
- Establish and enforce data collection protocols to ensure accuracy and consistency.
- Coordinate with local authorities and stakeholders to facilitate smooth project execution.
- Identify potential risks and develop proactive mitigation strategies.
- Performance Monitoring & Reporting:
- Monitor project progress and assess field force performance.
- Provide regular status reports to senior management, highlighting progress, challenges, and solutions.
Qualifications:
- Education: Bachelors degree.
- Experience: At least 5 years of experience managing large field teams, with a focus on data collection, utilities, or large-scale retail operations.
- Skills: Strong leadership, organizational, and analytical abilities. Proficient in Khmer and English.
- Personal Attributes: Results-driven, with a proactive, hands-on management style. Excellent interpersonal skills and the ability to foster collaborative team environments.
