Job Purpose / Objectives

Continuous improvement and execution of procurement policies and procedures according to the Procurement Handbook.

Managing the Procurement & Logistics Department on the process of sourcing, procuring, and timely delivery of all purchases under his/her portfolio.

To execute the procurement process according to the Procurement Handbook. Be ethical & uphold integrity in the execution of Procurement policies.

Fine Fine-tune & improve on the Procurement Process to ensure optimization of costs. Evaluate & recommend the best
sourcing strategies for high-value purchases.

Lead the negotiation, placement & administration of major equipment purchases and service contracts with vendors.

Prepare commercial tender documents and specifications, negotiate for advantageous terms, review existing contracts to ensure ongoing feasibility; and perform risk assessments on potential contracts & agreements for parts &services

Review, and issue Purchase Order, contracts & long-term service agreement

Review & manage relationships with vendors for strategic negotiation 

Contribute to approved supplier validation activities including occasional travel to review suppliers' facilities (if required).

Monitor and improve on the current customs clearance/logistics arrangement for costs savings and on time delivery.

Develop and manage a standard reporting format to ensure senior management can be updated on timely basis.

Major Challenges on This Position

1) Cost Control and Negotiation: Ensuring cost efficiency while maintaining quality; operational
savings (e.g., 1%) can be significant due to recurring purchases
2) Time Constraints: Routine tasks and processes, focused on efficiency and consistency

Qualification/Experiences/Skills/Competencies and other Requirements

1. Academic Qualification (minimum and preferred requirement; include preferred
discipline, if any)

2. Bachelors degree in supply chain management/logistics, business
administration or suitable commercial or technical qualification

Knowledge/Skills/Experience

1) Minimum 7 years relevant experience, of which 4 years in an
equivalent position.
2) Experience in procurement and logistics, ideally proven with past
major project procurement (this could be new-build or plant
maintenance related) and managing a team of minimum 4
buyers/purchasers.
3) Prior experience in the power generation industry/petrochemical
/heavy manufacturing industry, and/or procuring goods or spare
parts from China will be an added advantage.
4) Good understanding of contract law, law relating to international
trade and shipping; in-depth knowledge of preparing and
reviewing contracts, invoicing, and negotiating terms.
5) Fluent in English & Mandarin, a team player, result oriented,
meeting deadlines, good communication are necessary traits and
skills required for the position.
6) Mature personality, excellent analytical skill, highly organized,
able to multi-tasks and the ability to prioritize tasks

Special Technical Skills and Technical Competencies
Good computer skills with working knowledge of MS products (Word,
Access and Excel). Prior experience with Purchasing and/or CMMS systems.

Soft skills Required Bachelors degree in supply chain management/logistics, business
administration or suitable commercial or technical qualification
