Job Summary

The Secretary General is the Chief Executive of the Association, responsible for implementing Council decisions and managing day-to-day operations of the Secretariat. The role supports the Chairman and Council in effective decision-making, member engagement, regulatory coordination (e.g. NBC), and collaboration with local and international stakeholders.

Main Responsibilities:

1. Strategy & Execution

  • Advise the Chairman and Council on matters impacting the banking industry
  • Develop and execute strategies aligned with the Associations objectives
  • Liaise with NBC, government bodies, members, and international partners
  • Support implementation of approved initiatives and priorities

2. Governance & Compliance

  • Ensure compliance with bylaws, internal policies, and applicable laws
  • Advise the Council on governance best practices
  • Coordinate Council, AGM, and committee meetings, including agendas, materials, and follow-up

3. Financial & Reporting

  • Prepare annual business plans and budgets for Council approval
  • Oversee reporting, analytics, and performance monitoring
  • Prepare memos, reports, and presentations for the Council and stakeholders

4. Leadership & Management

  • Lead and develop a high-performance Secretariat team
  • Communicate strategic direction and align teams with Association goals
  • Support talent development and strong organizational culture

5. Member Engagement

  • Represent and protect members collective interests
  • Maintain regular communication with members and gather feedback
  • Facilitate discussions between members and relevant stakeholders

Main Requirements:

  • Minimum 7 years senior executive experience in banking or financial services
  • Strong knowledge of banking operations and regulatory frameworks
  • Proven leadership, strategic thinking, and execution skills
  • Excellent communication and stakeholder engagement abilities
  • Fluent in Khmer and English (written and spoken)
