Working within the Delivery function, the Bid Manager of UK Frameworks is responsible for managing the delivery of bid submissions in response to customer engagements necessitating the successful listing of a client onto Public Sector Frameworks as well as specific open tender responses.

As Bid Manager, you will assemble a bid team with the relevant service / product / business knowledge required to prepare a winning bid, whilst taking ownership of the end-to-end bid process. we support multiple clients in a frameworks submission, covering all high growth aspects of each category of spend to ensure we can support those clients to then win call off contracts let under said framework.

You will show exceptional self-learning ability to get to grips with complex subject matters, disparate information sources and be able to bring them together in a delivery process to ensure that our internal subject matter expertise remains at the very heart of our success in delivering knowledge transfer and support to those who do not understand public procurement processes, or how the evaluation is driven from within the marketplace rather than from a requirement of knowledge within their industry.

Responsibilities include the introduction and implementation of all necessary bid procedures, governance, and processes. This is a highly networked role that requires an ability to work under pressure and to challenging deadlines. It requires strong people management and commercial skills.

The ideal candidate will demonstrate capability across all areas, with the resilience, flexibility and determination to truly make a difference using strong knowledge capture and transfer to your team, commercial insights, communicate where necessary with the Procurement functions at Framework and at end user level to better prepare for the delivery phase.

Your day-to-day duties as a Bid Manager will include:

  • Interfacing between Sales, Delivery, Product, Supplier Intel & BI and Clients including stakeholder management and communications between them.
  • Creating and overseeing bid process plans including content capture and management, and client guidance on behalf the client to ensure successful placement on central procurement body frameworks, inclusive of writing and creating all user and delivery guides.
  • Devising a successful strategy for winning bids, including pinpointing the key requirements (key differentiators) of the bid pack, understanding the procurement body specific requirements, and conveying those to the team and the clients.
  • Managing the bid team in which specialists undertake separate parts of the bidding process.
  • Managing the technical platform configuration and reporting including alerts and dashboards to ensure the bid is delivered on time, against all interim KPIs for each client, ensuring the client has a smooth and pain free successful and education experience.
  • Motivate, manage and develop the team, including PDPs and liaising with our Academy on their skills development and knowledge improvement.
  • Influencing the bid qualification (bid go / no go) process for new opportunities.
  • Identifying all the required content for each specific lot of the contract and ensure that all clients are fully briefed on each requirement.
  • Risk tracking and management throughout the bid process, creating templates to assess, record and remediate technical, knowledge, resource and client risks.
  • Contributing to the written proposal Ensuring the winning strategy and win themes are articulated effectively throughout the bid response, showing excellent appreciation of buyer needs.
  • Drive continuous improvement through post-bid reviews and retrospective lessons learned for continuous service improvement.

As a Bid Manager you will have:

  • Proven ability in delivering projects
  • Minimum of 3 years leading a team
  • APMP Practitioner or Professional level / Prince 2 Qualified
  • Sound commercial understanding
  • Good written English and technical writing experience
  • Ability to manage risks and complex, multi-workstream opportunities
  • Excellent analytical skills with a critical eye for detail
  • Proven leadership ability in office-based environments
  • Excellent communicator, comfortable working at CEO/Director level
  • Ability to present data clearly and concisely
  • Highly organised, with an ability to work to strict deadlines
