Job Title: Procurement Manager

The Procurement Manager is responsible for managing the procurement process to ensure the timely, cost-effective, and efficient sourcing of goods and services. This role involves vendor management, negotiating contracts, ensuring compliance with procurement policies, and monitoring inventory levels. This role will oversee strategic procurement activities and vendor management for large-scale construction projects, ensuring compliance with In-Country Value (ICV) guidelines and optimizing procurement processes.

Key Responsibilities

  • Procurement Strategy & Planning:
  • Develop and implement procurement strategies for construction, engineering, and oil & gas projects, ensuring alignment with project timelines and budgets.
  • Drive the entire procurement lifecycle, including planning, sourcing, negotiation, contracting, and supplier relationship management.
  • Vendor Management:
  • Manage and develop a robust network of suppliers and vendors, ensuring competitive pricing, quality, and compliance with company and project standards.
  • Oversee the pre-qualification and evaluation of vendors, ensuring they meet technical, financial, and quality requirements.
  • In-Country Value (ICV) Compliance:
  • Ensure adherence to ICV policies, maximizing local content and supporting regional supply chain development.
  • Monitor ICV performance metrics and work collaboratively with internal and external stakeholders to drive ICV improvements.
  • Contract & Negotiation Management:
  • Lead negotiations on terms and pricing with vendors, ensuring optimal commercial terms and risk mitigation for the company.
  • Draft, review, and manage contracts, ensuring compliance with legal standards and project requirements.
  • Risk Management & Compliance:
  • Identify potential procurement risks, develop mitigation strategies, and monitor ongoing risk assessments.
  • Ensure compliance with all local and international procurement regulations, as well as internal policies and standards.
  • Team Leadership & Development:
  • Mentor and guide the procurement team, fostering a high-performance culture and continuous improvement in procurement processes.
  • Promote best practices, innovation, and sustainable sourcing within the procurement function.

Qualifications

  • Bachelors degree in Supply Chain Management, Business Administration, Engineering, or a related field (Masters degree preferred).
  • Minimum of 15 years of procurement experience within the construction, engineering, or oil & gas sectors, with a demonstrated ability to manage complex projects and vendor relationships.
  • Strong knowledge of ICV regulations and experience in implementing ICV strategies.
  • Proven expertise in vendor management, pre-qualification, and supplier evaluation.
  • Excellent negotiation, communication, and interpersonal skills.
  • Proficiency in ERP systems and procurement management software.

Preferred Skills

  • Certifications in CIPS, CPSM, PMP or related procurement and project management certifications.
  • Strong analytical and problem-solving skills with the ability to make data-driven decisions.
  • Experience in leading cross-functional teams and managing multi-disciplinary stakeholders.
