MANDATORY TOP SECRET/SCI SECURITY CLEARANCE REQUIRED
Serves as HUMINT Desk Officer and monitors, directs, and supports complex overt or clandestine operations by providing HUMINT collection platforms with enabling information and technical support. Applies asset/source management fundamentals and implements assessment policies. Advocates for collection platforms' collection activities and resource requirements. Draft and staff a variety of documents on behalf of the collection platforms intended to inform Combatant Commands, DoD, IC and U.S. Congress of collection capabilities, activities and constraints. Incumbent guides, and oversees regional and/or functional overt/clandestine or controlled national-level and/or military source collection operations and strategies. Provides substantive operational guidance against world-wide or regional targets responding to national level and/or Combatant Command requirements. Closely interacts with collection managers and targeting officers to facilitate current operational support as well as direction to future operational dd. Develops and executes data-driven initiatives in support of enterprise assessments.
Position Specific Duties:
- Ensures the proper coordination and deconfliction of a range of operational activities with appropriate organizations
- Maintains currency on validated HUMINT collection requirements and priorities
- Coordinates with collection managers and supported platforms to draft platform-specific operating directives
- Reviews draft intelligence information reports and recommends edits
- Prepares, reviews, edits, and coordinates correspondence that document all communications relevant to operational activity
- Interprets and applies DNI, USD(I), DIA and other applicable policies, regulations, technical tools and databases to support operations
- Prepares, reviews input and oversees asset/source assessment processes and ensures findings are communicated to the field in the appropriate operations messaging systems
- Ensures documentation of all operational activity is maintained, up to date, and in compliance with DoD and national level regulations
- Provides support and guidance to those personnel in training and those visiting from the field
- Develops and maintains rapport with DIA, IC, and foreign liaison partners (depending on assignment) and customers to support operations
- Coordinates with the administrative branch for budgetary, logistical, and personnel support to the field
- Prepares, edits, and communicates products, both written and verbal in a clear, concise, and properly formatted manner
- Appropriately escalates unusual problems and situations up the proper Government or Contractor supervisory chain in line with general, reasonable expectations of an qualified mid-level intelligence professional
- Provides other support within scope of this task as directed by the COR through the Contractor supervisory chain
Required Skills, Abilities, Education, and Experience
- Experience in an all-source analytic, HUMINT collection, or HUMINT collection support role is acceptable in lieu of a college degree
- Possess in-depth understanding of collection environment and resources to effectively manage unit collection. Maintain cognizance of all DoD HUMINT system capabilities, limitations, and reporting from supported collection platforms
- Have the technical skills, knowledge, and experience to accomplish the work in the HUMINT Collection Manager Task list above with minimal oversight
