Position Overview

As the HR Director for Thailand, you will play a dual role as a strategic leader and business partner. You will be fully responsible for planning, implementing, and managing all HR strategies, policies, processes, and day-to-day operations in Thailand, ensuring they effectively support the achievement of Thailand's business objectives while aligning with the overall HR strategy and values of China HQ. You must possess a deep understanding of Thai labor laws and regulations, business culture, and the ability to communicate and coordinate effectively within the Sino-Thai cultural context.

Key Responsibilities

1. HR Strategy & Business Partnership:

Develop and execute Thailand-specific HR strategies and annual plans deeply aligned with the Thailand business strategy and goals.

Serve as a core member of the Thailand management team, providing strategic HR consultation to drive organizational effectiveness, talent management, and change management.

Analyze HR data to provide insights and recommendations supporting business decisions.

Ensure Thailand HR practices comply with China HQ's core values, global policy framework, and compliance requirements, and effectively localize and communicate them within Thailand.

2. Talent Acquisition & Staffing:

Lead the development and execution of talent acquisition strategies in Thailand to meet the demands for talent at all levels (especially critical local talent) driven by rapid business growth.

Optimize recruitment processes to enhance efficiency and candidate experience.

Manage recruitment channels (including local job boards, headhunters, campus recruitment, etc.).

Oversee recruitment for key positions (especially management), ensuring the hiring of top talent with both professional capability and cultural fit.

Manage the employee onboarding process to ensure smooth integration.

3. Talent Management & Organizational Development (OD):**

Design and implement Thailand's talent management system, including performance management, succession planning, high-potential identification & development, and career pathing.

Drive the effective operation of the performance management process, ensuring goal setting, performance reviews, feedback, and development plans are impactful.

Identify organizational development needs and design/drive relevant programs and interventions (e.g., team building, leadership training, organizational restructuring).

Manage employee engagement surveys, analyze results, and develop action plans to improve employee satisfaction and retention.

4. Learning & Development (L&D):

Assess training and development needs for Thai employees; develop and implement the annual training plan.

Design, develop, or source training programs aligned with business needs and employee development (including management skills, technical skills, compliance training, cross-cultural communication).

Manage the training budget and resources (internal trainers, external vendors).

Evaluate training effectiveness and drive continuous improvement.

5. Compensation & Benefits (C&B):

Manage Thailand's compensation and benefits system, ensuring external competitiveness (benchmarked against the Thai market) and internal equity.

Conduct compensation surveys; regularly review and adjust salary structures and benefit schemes.

Manage annual salary review, bonus plans, and related processes.

Ensure C&B practices comply with Thai legal regulations.

Communicate C&B policies clearly to employees.

6. Employee Relations (ER) & Compliance:

Establish and maintain a positive, healthy employee relations climate.

Handle complex ER issues, complaints, and disputes fairly, legally, and in accordance with company policy.

Maintain expert command of and ensure 100% compliance of all HR policies and practices with Thai labor laws, regulations, and industry practices.** Stay updated on legal changes and adjust policies accordingly.

Manage employment contracts, personnel files, and separation processes.

Represent the company in dealings with Thai labor authorities (as required).

Develop and maintain the employee handbook and HR policies.

7. HR Operations & Systems:

Optimize HR operational processes to enhance efficiency and service quality (e.g., payroll - potentially collaborating with Finance, attendance/leave management, HRIS management).

Manage the Thailand HR budget.

Ensure accuracy and timeliness of HR data; prepare analytical reports.

Lead or participate in the implementation of regional/global HR projects within Thailand.


8. Cross-cultural Communication & Coordination:

Act as a crucial communication bridge between China HQ and the Thailand team, ensuring accurate and smooth information flow.

Promote mutual understanding and cultural integration between Chinese and Thai managers/employees.

Report clearly to China HQ on Thailand's HR status, challenges, and opportunities.

Effectively localize and communicate China HQ's strategies and policies to the Thailand team.

Qualifications

Education: Bachelor's degree or higher in Human Resources, Business Administration, Psychology, or a related field preferred.

Experience: Minimum 10 years of progressive HR experience, with at least 5 years in a multinational corporation (MNC) in an HR Manager or above role, with full responsibility for HR management in a country or region.**

Must possess extensive hands-on experience managing HR within Thailand, with deep understanding and practical knowledge of Thai labor law, social security system, taxation, employment practices, and culture.

Prior experience working for a Chinese company or an MNC with close collaboration with a China HQ is highly preferred.**

Experience in trading, manufacturing, or related industries preferred.

Knowledge & Skills:

Expert command of Thai labor laws & regulations and HR best practices.

Comprehensive knowledge across all HR functional areas (TA, C&B, Performance Mgmt, L&D, ER, HRIS).

Strong strategic thinking and business acumen; ability to tightly align HR strategy with business goals.

Excellent leadership, team management, and influencing skills; ability to motivate and develop a team.

Exceptional communication and coordination skills (written & verbal); adept at handling complex issues and conflict.

Strong analytical and problem-solving skills; data-driven decision-making.

Proficient in HRIS systems and MS Office.

Language Proficiency:

Thai: Native fluency (speaking, listening, reading, writing).

English:** Business fluency (speaking, listening, reading, writing) for reporting and international communication.

Chinese is a plus
