Position Overview
The mission of the Illinois Council on Developmental Disabilities (ICDD) is We help lead change in Illinois so all people with developmental disabilities exercise their right to equal opportunity and freedom. We are seeking to hire a Finance and Operations Manager who will help us achieve this mission by managing the financial aspects of subgrant projects dedicated to individual and family advocacy and systems change. Additionally, the incumbent will be instrumental in assisting ICDD in complying with State and Federal requirements, maintaining appropriate internal controls and ensuring the financial and operational business of ICDD functions efficiently so that ICDD can implement the goals and objectives of the 5-Year State Plan.

Job Responsibilities
- 30% Performs financial and audit compliance functions in the management of subgrants.
2. 20% Performs accounting functions in conjunction with the Associate Director of Finance & Operations.
3. 15% Coordinates the purchase of all goods and services for the Council.
4. 10% Serves as the Personnel Manager for the agency.
5. 10% Manages the day to day facility operations of the Springfield Council office.
6. 10% Serves as systems coordinator for all automated systems used by the Council.
7. 5% Perform other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires Bachelors degree with courses in business, accounting, finance, public administration or related area or equivalent in education and experience.
- Requires three years of administrative, finance and accounting experience in public, business, human service organizations.
Preferred Qualifications
- Three years of experience with grant management specifically related to financial analysis and review of grant payments, monitoring processes, and ensuring grant documentation is maintained in an efficient and organized manner.
- Three years of experience analyzing financial records, making recommendations and developing reports based on those analysis.
- Three years of experience reconciling budgets, expenditures and other financial records.
- Two years of experience with audit standards and maintaining appropriate internal controls.
- One year of experience purchasing goods and services complying with standardized processes, rules and regulations including maintaining appropriate documentation of the process taken to make the purchases.
- Experience maintaining confidentiality.
- One year of experience with human resources with personnel and benefits.
- One year of experience managing building/facility operations including working with property managers, managing equipment inventory and responding to maintenance needs.

- Requires ability to travel.
