Job Overview
Under the supervision of the Senior Purchasing Supervisor, the Buyer assists the Purchasing staff, purchases regular repair, stock inventory, and special direct buys using bidding process as applicable. Facilitates blanket contracts, generates required reports, and is active in problem resolution. Performs a variety of special and routine office administrative duties and clerical functions. Upholds the values of the GPA to promote Safety, Integrity, Respect, Community, Creativity and Opportunity. Promotes a safe work environment by participating in safety initiatives and reporting unsafe conditions and behaviors.
Job Duties And Requirements
- Have all capabilities and duties to functions as backup personnel for other Purchasing positions.
- Purchases regular repair and stock inventory.
- Assists the Purchasing staff in monitoring the contracts list and facilitates buys associated with blanket contracts.
- Manages problem resolution for "Items Not Received by Due Date" report and other problem resolution as required.
- Assists the Purchasing Manager in negotiating "Terms & Conditions", proposals, and other such issues as assigned.
- Maintains source register.
- Generates departmental reports.
- Works on special projects and more complex purchases as assigned.
- Assist Purchasing Manager and team members as necessary in accomplishing departmental responsibilities and goals as assigned.
- Other duties as assigned.
Job Requirements
Knowledge, Skills and Abilities:
Thorough knowledge of governmental purchasing practices and familiarity with storeroom procedures required. Basic machinery, electrical, plumbing, carpentry knowledge desired. Good interpersonal skills with vendors and employees essential. Good oral and written communication skills required. Ability to analyze comparative price data and make economical selections. Must have good organizational skills, be able to process a high volume of paperwork, be detail oriented, and have legible penmanship. Data entry, calculator, use is required. Personal computer skills with Word, Excel, required Access and SAP desired. The ability to interact and communicate effectively and professionally with the GPA staff on all levels of administration including immediate supervisor, management and co-workers required. Good team working ability required.
Education And/or Experience
Four year college degree in Business or related field preferred. Five years minimum experience in purchasing specific employment desired.
Other Requirements
Must meet the criteria for and obtain a Transportation Worker Identification Credential (TWIC). Valid state driver's license required.
