JOB TITLE
Road Safety Officer
SECTION 1: JOB PURPOSE
To deliver on the aims and objectives for Road Safety and Casualty reduction in the County Borough, ensuring compliance with statutory requirements, and collaboration with local, regional and national campaigns and priorities.
To proactively develop plans and projects for the service, commissioning and delivering in line with key corporate strategies.
PRINCIPAL DUTIES AND RESPONSIBILITIES
Generic Management Responsibilities:
- Analyse road traffic data, identify trends and develop actions and initiatives to achieve safer roads in the County Borough.
- Develop educational programmes, campaigns and projects for target groups, working with external stakeholders.
- To assist the manager to identify, develop and implement and maintain policies, standards and procedures to ensure that the statutory, regulatory and strategic responsibilities are satisfactorily and efficiently discharged.
- To prepare and present reports based on robust evidence and make recommendations to Officers/ Members etc.
- To monitor performance in the service through the agreement of relevant performance targets and objectives.
- Provide specialist advice and response to technical road safety and transport queries as required. Prepare written reports to managers/Members, present to interested parties and stakeholders as required, which may include attendance at evening meetings.
- To ensure that the Services operate within budget and meet agreed financial targets and regulations, working closely with the Finance Department to ensure careful budgetary control and the accuracy of all records.
- To develop effective relationships, partnerships and working with other departments, agencies and stakeholders e.g. Members to improve service delivery, communication and working practices.
- To lead on the production of road safety audits and hazardous routes assessments.
- To manage and oversee the delivery of the School Crossing Patrol Service, including liaison with community councils and schools; and manage HR functions related to this work.
- To work in partnership with the traffic management team in the development and delivery of co-ordinated road safety and casualty reduction projects; where appropriate co-ordinating and collaborating with other regional partners. To include the commissioning of works from external consultants / contractors in relation to road safety related projects and services.
- To identify and maximise opportunities for sources of funding to continue the development, and improvement of road safety related projects / infrastructure; using evidence and data to inform the development of bids / projects.
- To work in collaboration with colleagues to identify opportunities for behavior change, and an increased modal shift to sustainable transport modes.
- To assist with any other duties appropriate to the grade, qualifications and responsibilities of the post holder, as required by the line manager.
PERSON SPECIFICATION
Qualifications
Degree / post graduate in a relevant field or equivalent experience
Road safety / Transport related qualification or considerable experience in Road Safety related work.
Specialist Knowledge
Experience of road safety audit procedure and application
Understanding of financial management practice
Thorough understanding of local government services and functions and the major issues facing local government
Experience of working with Elected Members and of dealing with politically sensitive issues
Experience of Road Safety and Transport services
Knowledge and understanding of highways and transport related legislation (e.g. Active travel (Wales) Act, Learner Travel (Wales) Act)
Experience of applying for and managing external funding
Experience of developing and maintaining effective working relationships with other Local Authorities and partners
Practical and Intellectual Skills
Ability to communicate in Welsh
Ability to prioritise and organise work
Previous experience of task/project management
Ability to manage sickness
Capable of innovative problem solving.
Ability to represent confidently the Council, the Department and the Section in meetings with Members, staff, outside bodies, partners and other contacts
ICT literate, at ease with Word, Powerpoint, Excel and relevant databases and social media
