About the job Remote | Public Administration & Government Operations Expert — $40–$50/hour
We are sharing a specialised part-time consulting opportunity for experienced public administration and government professionals with strong expertise in public policy, agency operations, regulatory processes, budgeting, and large-scale public-sector service delivery.
This role focuses on developing realistic government and civic scenarios, authoritative reference outputs, and evaluation criteria grounded in how senior public-sector professionals make decisions across federal, state, and major municipal environments.
Key Responsibilities
Public Administration & Government Operations
- Develop realistic scenarios reflecting large-scale government operations
- Model complex agency programmes, administrative processes, and public-sector decision-making
- Incorporate regulatory complexity, stakeholder coordination, and public accountability considerations
- Create scenarios spanning federal, state, and major municipal government environments
- Apply practical judgement developed through senior public-sector experience
Public Policy & Regulatory Analysis
- Develop tasks involving policy analysis, regulatory review, and legislative processes
- Apply policy impact analysis, cost-benefit analysis, and administrative rulemaking frameworks
- Assess competing policy objectives, constraints, and stakeholder interests
- Create realistic regulatory and legislative review scenarios
- Produce reference policy analyses and recommendations
Budgeting & Interagency Coordination
- Design scenarios involving major public budgets and appropriations
- Address multi-agency and intergovernmental coordination challenges
- Incorporate procurement, programme funding, and resource-allocation considerations
- Evaluate trade-offs across operational, financial, regulatory, and political constraints
- Reflect how government programmes are planned and managed at scale
Constituent & Public Services
- Develop scenarios involving constituent-facing service delivery
- Address public communications, stakeholder engagement, and community-facing programmes
- Model operational challenges affecting large public-service organisations
- Evaluate approaches to service accessibility, responsiveness, and programme execution
- Incorporate realistic interactions between agencies, citizens, and external stakeholders
Government Systems & Tools
- Develop scenarios involving government ERP and case-management systems
- Incorporate public-records platforms, GIS systems, and constituent relationship management tools
- Reflect realistic workflows across agency systems and administrative processes
- Evaluate how technology supports programme delivery, reporting, and public accountability
- Identify operational dependencies across government platforms and data systems
Policy & Executive Documentation
- Produce reference policy briefs, agency strategies, and administrative recommendations
- Develop executive and legislative communications
- Create realistic documentation used by senior government and civic leaders
- Ensure outputs reflect appropriate public-sector terminology, structure, and decision-making logic
- Translate complex policy and operational issues into clear professional communications
Evaluation & Rubric Development
- Design structured evaluation criteria for public-sector tasks
- Develop authoritative reference outputs based on real government workflows
- Distinguish authentic public-sector judgement from generic or textbook responses
- Define standards for analytical quality, practicality, stakeholder awareness, and regulatory accuracy
- Provide clear guidance for assessing complex government and civic scenarios
Ideal Profile
- 5+ years of professional experience in a senior capacity within federal, state, or large municipal government, or a major public policy, civic technology, or intergovernmental organisation
- Direct ownership of agency programmes, public policy initiatives, or constituent-facing service delivery
- Strong understanding of public budgeting, procurement, legislative review, and regulatory compliance
- Practical experience with government operations and administrative processes
- Familiarity with government ERP, case-management, public-records, GIS, or constituent-management systems
- Strong understanding of policy analysis, stakeholder engagement, and intergovernmental relations
- Ability to develop realistic scenarios reflecting complex public-sector decision-making
- Experience authoring policy documentation, public-sector training materials, or evaluation rubrics is advantageous
- Strong written communication and ability to produce clear, authoritative public-sector work products

- Part-time independent contractor engagement

- Compensation: $40–$50/hour
- Work may include public-sector scenario design, reference-output development, policy documentation, and evaluation-rubric creation
- Projects may be extended, shortened, or concluded based on project needs and performance
- Work must be completed without using confidential or proprietary information belonging to any employer, agency, client, institution, or other third party
