About the job Remote | Public Policy & Government Affairs Expert — $45–$55/hour
We are sharing a specialised hourly consulting opportunity for experienced public policy, government affairs, and regulatory professionals with hands-on expertise across public-sector decision-making, administrative processes, policy development, and government operations.
This role supports advanced AI evaluation work focused on realistic government and public-policy workflows. Selected experts will design, review, and assess tasks spanning policy analysis, regulatory affairs, procurement, grants and programme management, budgeting, appropriations, and legislative affairs, applying professional judgement grounded in real-world public-sector experience.
Key Responsibilities
Policy Analysis & Government Decision-Making
- Develop realistic policy scenarios, options analyses, decision memoranda, briefing papers, and issue backgrounders
- Evaluate policy recommendations for analytical quality, feasibility, completeness, and alignment with governing authority
- Assess trade-offs, implementation constraints, stakeholder considerations, and institutional context
- Review AI-generated policy work for accuracy, procedural soundness, and decision-maker relevance
- Identify subtle gaps, unsupported assumptions, and weaknesses in public-policy reasoning
Regulatory Affairs & Compliance
- Develop and review regulatory drafting and compliance exercises
- Assess proposed and final rule language, regulatory preambles, guidance documents, and related work products
- Evaluate public-comment analyses and regulatory impact considerations
- Review compliance determinations against applicable statutes, regulations, and administrative requirements
- Assess how legal authority progresses from statute through regulation, guidance, and implementation
Government Procurement & Contracting
- Create and evaluate procurement scenarios grounded in real public-sector practice
- Review requirements, statements of work, solicitations, RFPs, and evaluation criteria
- Assess procurement reasoning involving the FAR, agency supplements, source selection, and contract administration
- Evaluate source-selection rationales for procedural consistency and analytical quality
- Identify procurement risks, compliance gaps, and weaknesses in contracting decisions
Programme, Grants & Budget Management
- Develop tasks involving notices of funding opportunity, application review, scoring, and grant administration
- Evaluate subrecipient monitoring, performance measurement, and reporting requirements
- Review budget justifications, spend plans, cost estimates, and resource-allocation decisions
- Assess appropriations, reprogramming, apportionment, and related fiscal questions
- Evaluate reasoning involving fiscal-law principles such as purpose, time, and amount
Legislative Affairs & Public-Sector Communications
- Develop and review bill analyses, fiscal notes, amendment tracking, and legislative briefing materials
- Assess testimony preparation and communications for policymakers and senior officials
- Review stakeholder and constituent correspondence for accuracy, clarity, and policy relevance
- Evaluate legislative materials against procedural and substantive requirements
- Provide structured feedback on the quality and completeness of legislative reasoning
AI Evaluation & Quality Review
- Review and grade AI-generated outputs across government and public-policy workflows
- Assess accuracy, completeness, procedural soundness, and fidelity to governing authorities
- Identify edge cases, reasoning failures, and subtle factual or procedural errors
- Provide clear written rationales explaining evaluation decisions
- Contribute to the development and refinement of expert-level evaluation rubrics
Ideal Profile
- 3+ years of professional experience in government, public policy, regulatory affairs, government affairs, or a closely related field
- Hands-on experience within federal, state, local, tribal, legislative, regulatory, or agency-adjacent environments
- Relevant backgrounds may include civil service, legislative staff, regulatory agencies, public authorities, government contractors, consultancies, think tanks, trade associations, advocacy organisations, or in-house government affairs teams
- Depth in one or more areas such as policy analysis, regulatory compliance, government procurement, grants management, budget and appropriations, or legislative affairs
- Strong understanding of administrative processes and how statutory authority is translated into regulation, guidance, and implementation
- Experience working with the practical constraints, stakeholders, and trade-offs involved in public-sector decision-making
- Excellent written communication and ability to explain nuanced policy reasoning clearly and concisely
- Strong attention to detail, source and citation discipline, and confidence evaluating the quality of complex written work
- Familiarity with US public-sector frameworks, regulatory processes, or government operations is highly relevant
- Credentials such as an MPP, MPA, JD, CFCM/CPCM, PMP, or comparable qualification are advantageous, with substantive professional experience carrying significant weight
Engagement Details
- Fully remote independent contractor engagement
- Flexible scheduling based on project requirements
- Compensation: $45–$55/hour
- Projects may be extended, shortened, or concluded based on project needs and performance
- Work must be completed without using confidential or proprietary information belonging to any employer, client, government entity, institution, or other third party
- H1-B and STEM OPT support is unavailable for this engagement
- Strong contributors may be considered for additional public-policy and government evaluation projects
